Description
The Internal Revenue Service (IRS) intends to issue a sole source fixed price contract to continue a multi phase project involving agent based simulation research. The intent is to build upon prior research and to answer a set of open research questions that have been identified. This phase will expand the applicability of emerging simulation and analysis techniques and conduct follow on research into experimentation and analysis to increase understanding of individual taxpayer behaviors and potential responses to IRS interventions. The goals of this project are: To continue research regarding taxpayer behavior in order to develop optimum communication strategies and appropriate bundling of services to impact the compliance of taxpayers; to determine if it is possible to differentiate instances of intentional and unintentional non-compliance based on a variety of a variety of attributes that would include social norms, demographics and tax law complexity; and to extend and test the functionality of the Construct simulation and supporting data to increase its near term usability for decision support applications. The IRS Office of Program Evaluation and Risk Analysis has identified Carnegie Mellon University as the sole source to provide the services. Responsible sources who believe they can provide the required services may submit a written capability statement, via email, no later than 15 days from the published date of this announcement. Responses will be accepted by e-mail to louis.j.schwab@irs.gov. The reference number for this is M8 M0 22 RO A12 000. Telephone inquiries will be considered non-responsive. No solicitation will be issued; therefore, requests for solicitations will be considered non-responsive. If no responses are received the award will be made to Carnegie Mellon University.
