Description
This is notice of the Dept of Interior, Minerals Management Service (MMS) intent to award a Sole Source purchase order to the State of California, for commercial non-personal services to accomplish weekly electronic monitoring, interrogation and testing of Seafloor Earthquake Measurement System (SEMS) instruments, on-site preventative physical maintenance and inspection of instruments once a year, troubleshooting repair of the system as necessary including the replacement of minor electronic parts and repair or replacement of major components, incorporation of the SEMS instruments data into the state of Californias Strong Motion Instrument Program onshore earthquake database, processing data for public distribution, archiving of all data from SEMS instruments, and inclusion of data from SEMS on the Internet Web data site. Services can only be provided from the State of California. The State Of California Strong Motion Instrumentation Program is the only agency that can provide the highly specialized maintenance and monitoring of the SEMS instruments and incorporate the SEMS collected data into the states Strong Motion Instrument database and web page. The agency database contains previously collected SEMS offshore data as well as onshore data from the statewide network of strong motion instruments. The statewide agency network ensures that strong ground motion for any moderate to larger size earthquake in the state will be recorded. The State agency must provide these services in order for the SEMS instruments data to be a part of this information network, allowing the data collected from the SEMS instruments to be available with the onshore data for use by the engineering and scientific communities. MMS in Denver CO, intends to award a sole source fixed price contract under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures and FAR Part 12 Commercial Acquisitions. The period of performance is anticipated to be for one year with four, one-year options, for a total of five years. The magnitude of the contract and estimated value range is between $25,000 and $100,000. All responsible sources may submit a quotation which shall be considered by the agency. This purchase is being accomplished under NAICS 213112, SIC 1382 and PSC B530. No solicitation or Request for Quote (RFQ) is available for this procurement.
