- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Department of Veterans' Affairs, James A. Haley Veteran's Hospital (JAHVH) located in Tampa, FL intends to solicit and negotiate a sole source requirements contract with Binding Site of San Diego, California to provide cost-per-test for SPA Plus Analyzer Kits. The SPA Plus is exclusive to The Binding Site. The Binding Site, Inc. offers the SPA Plus analyzer, with nephelometric technology, with Freelite, kappa and lambda serum free light chain assays to improve the diagnosis and monitoring of Multiple Myeloma and AL amyloidosis. The SPA Plus is a dedicated analyzer supplied by The Binding Site, Inc. in the USA, Canada, Germany and Austria only. In addition, the SPA Plus can do Cystatin-C, a test that physicians at this facility are demanding as a better marker of glomerular filtration rate in evaluating kidney disease. The SPA Plus is the only analyzer on the market that can do all three of these tests with dedicated reagents. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all information received by 2 p.m. EST, 15 July 2008, will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NAICS 541711 with a size standard of 500 employees.
