- The Naval Facilities Engineering Command, Northwest, PWD Kitsap Bangor, FEAD is in the process of awarding a Firm Fixed-Price Task Order as part of an SBA small business set aside to Notkin Engineering through an existing AE IDIQ contract N44255-05-D-6102 for the performance of an electrical load flow study of the Bangor Power Distribution System as required by OPNAV Instruction 11310.3B and NAVFAC MO-201. The Rough Order of Magnitude for the overall for the project is anticipated to be between $200K and $500K. Part of the proposed task order is to obtain a generic laptop computer with commercial brand name software, specifically SKM Power Tools for Windows (PTW) Combo Pack I which includes the following modules: Arc Flash Module, Dapper 5000 bus, Captor, A_Fault, IEC 909 and IEC 363 Equipment Evaluation, Arc Calc, Distribution Reliability, DC System Analysis, and Ground Mat. The SKM PTW software requires the use of Microsoft brand name software (Windows 98, ME, NT, 2000, XP, or Vista) which will be included as part of the acquisition. The anticipated cost of this commercial brand name software is less than $30K. Statutory authority for the brand name procurement is 10 USC 2304(c)(1), as implemented by FAR PART 6.302-1(a)(2) for other than full and open competition when there is only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements. Previous design and engineering firm projects for Bangor have used the SKM Companys proprietary Power Tools for Windows (PTW) software to develop the electrical distribution system database and electrical utility system model. SKM Power Tools for Windows is required for this project as it is the only software compatible with the existing SKM PTW electrical distribution system database and electrical utility system model. This Notice of Intent is not a request for Expressions of Interest (EOIs), competitive proposals or proposals. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement, and must furnish detailed data concerning their capabilities to provide the product sought including pricing data and technical data sufficient to determine that a comparable source to the government is available. The Government will be the sole determiner regarding an offerors ability to meet the requirement. A determination by the government not to compete this requirement based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether a comparable product is available and whether the requirement should be competed. All responses or questions must be in writing via email (no telephone inquires will be accepted), send all responses/or questions to Keith Goodsell, at keith.goodsell@navy.mil. All responsible sources will be considered. The government will consider all submissions received prior to 15 days after date of publication of this notice.
