- The US Army Corps of Engineers (USACE) New Orleans District is seeking HUBZONE Certified sources to perform casting of 70,000 articulated concrete mattress. The work consists of furnishing all plant, materials, equipment, supplies, labor, and transportation, including, fuel, power, water and performing all work as required in casting, finishing and curing 70,000 squares of articulated concrete mattress in St. Francisville, La. The articulated concrete mattresses will be used as part of the revetment program. For more information on the revetment program please visit the following website: http://www.mvn.usace.army.mil/eng/ci/index.html The Government will provide the following facilities for use in performance of the work: • Buildings - The Contractor will be provided office space in a building, which also contains laboratory space and an office for the use of the Contracting Officer. • Casting Field - those portions of the casting field, which are to be used for casting operations, will be made available to the Contractor. • Plant, Equipment and Materials - Plant, equipment and materials, not the property of the Government, presently stored on the casting field, will be removed by others prior to issuance of notice to mobilize. The Government will furnish to the Contractor as free issue the following property to be incorporated or installed in the work or used in its performance: • Steel Forms - Steel forms will be furnished by the Government. • Fabric - A sufficient quantity of fabric will be furnished to produce the required quantity of mattress. The Contractor will be required to have equipment designated for use on the contract readily available for locating on the casting field. As a minimum, items of specialized equipment that are considered essential to performing the contract requirements and included in the Government's inspection and verification are listed as follows: • Batch Plant • Two (2) - Spreaders and one (1) – standby • One (1) - Transverse Finisher/Rotary Finisher/Vibrator Machine and one (1) - standby machine(s) • This may be three separate machines or the three operations may be combined in one or two machines. o Three (3) - Form Lifter/Setter Machines o One (1) - Mat Sweeper o One (1) – standby Mat Sweeper o Seven (7) - Concrete Batch Trucks with hoppers mounted (6cy minimum) o One (1) - Paper Machine o One (1) - Motor Grader o Two (2) - Water Trucks USACE is submitting this sources sought announcement to determine the amount of HUBZONE Firms that are interested in the project. Please indicate your firms interest by responding to this announcement within 14 days after its publication (Aug 22, 2008). Indicate your firms experience, past performance history, bonding capacity and a statement as to the size of your business, including whether your firm is a certified HUBZONE.
