- NASA Ames Research Center plans to purchase a high temperature dilatometerapparatus with measuring capabilities that cover the range of 25 to 2,400 Celsius. TheThermal Protection Materials and Systems Branch will use this High TemperatureDilatometer apparatus for their work in high temperature materials and thermal protectionsystems.NASA/ARC intends to purchase the item from NETZSCH Instruments Inc. it is the onlyprovider of such dilatometer apparatus. The recommended contractors apparatus is theonly system that is compatible with NASA Ames existing NETSZCH mass spectrometer (QMS 403C). This hardware compatibility will allow Code TSM researchers to link both hardwareand softwarelinking the proposed NETZSCH high temperature dilatometer data to datagenerated by the mass spectrometer. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 15, 2008 in email to Christine.L.Munroe@nasa.gov. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and opencompetition basis,based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
