Description
Contracting Office Address: U.S. General Services Administration, 904 W. Riverside Ave, Room 135, Spokane, WA 99201 It is the intent of General Services Administration to issue a pre-solicitation notice and subsequent solicitation (Request For Quote) for a construction award to install a government furnished 100KW natural gas generator at the USPO Richland Federal Building, Richland Washington. The North American Industry Classification system (NAICS) code is 236220. Highlights from the Scope of Work (SOW): The Contractor shall provide all supervision, labor, materials, and equipment necessary to install a government furnished 100KW natural gas generator & transfer switch(s); Including but not limited to furnish and install automatic intake and exhaust dampers/louvers with actuators, metal ducting, provide shop drawings, prime and paint piping & walls, furnish and install natural gas piping, new 3 Phase breaker(s), electrical wiring & conduit, cut asphalt/concrete, testing, and construct wall enclosure. (See full SOW in the solicitation package. Technical specifications and Drawings will be included in the solicitation package). [Note(s): All electrical work shall be performed by a licensed electrician. All gas work shall be performed by a contractor licensed to install gas piping. Working area contains asbestos (see area shown on drawing) – Contractor shall follow asbestos maintenance procedures for access.] Use of Premises & Working Hours: Work shall be performed during normal working hours: 6:00 AM to 6:00 PM, Monday - Friday. All disruptive type work shall be performed after the normal working hours of the building unless approved otherwise by GSA. Contractor personnel are required to obtain GSA security clearances, which require background checks. Parking will be available. The Contractor is required to keep this work area neat and clean, as well as storage area used in conjunction with the project. The Contractor’s activities are not to impact the other building tenant’s daily operations. Work associated with this request is subject to the U.S. Department of Labor, General Wage Decision for Washington State (Number: WA080011, dated 07/11/2008 (WA11) Construction Type: Building. (A copy of this full decision is incorporated into the solicitation.) Improtant Note: The following contract clauses will be enforced: 1. FAR 52.236-1, Performance of Work by the Contractor 2. FAR 52.236-6, Superintendence by the Contractor Site visits prior to submitting an offer is highly encouraged. The project manager is Mr. Richard Harshberger from Spokane, Washington. The property manager is Ms. Mary Senn in Richland, Washington. Anticipate a one time only site visit at the project location on Monday, 25 Aug 2008 at 10:00 a.m. (PST). Interested offers should meet Mr. Harshberger. Meeting location is in the lobby of the USPO Richland Federal Building, 825 Jadwin Ave, GSA Office - Room 133, Richland, Washington 99352 (Benton County). Order of Magnitude for this construction project is between $25,000.00 – $100,000.00. Performance period is 60 days after receipt of notice to proceed with the construction work. Government Furnished Property will be on site. Security restrictions apply. Security clearances will be required for all workers. Selection will be made based on price and price related factors. Your cost/price offer shall be developed and presented to the Government in sufficient detail for the Contracting Officer to determine reasonableness in comparison to the Independent Government Cost Estimate. The detail should include breakdowns for direct costs including material, labor, equipment, insurance, payment/performance bonding; indirect costs including overhead, and profit. Significant subcontracting shall be broken out in the same manner. It is the Government's intent to award to the lowest responsible, responsive (Small Business) offer without negotiations. However, the Government reserves the right to negotiate with offers within a negotiable range. This procurement is being set-aside for Small Businesses, all responsible sources submitting an offer will be considered. 100% Performance and Payment Bonds are required. Certificate of Liability Insurance will be required. The solicitation #GS-10P-08-XC-P-0101 will be issued (available) on Friday, 8 August 2008. Solicitation will close on Thursday, 25 September 2008. Anticipated award date is estimated to be on or before 30 September 2008. To be eligible for award, contractor must be registered with the Central Contractor Registration (CCR) at http://wwww.ccr.gov. Specification and detailed requirements will be furnished with the solicitation to all interested parties by mail or email.
