- Description
- National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants office, Mountain Region Acquisition Division (MRAD) intends to negotiate on a sole source basis under authority of FAR 13.106-1(b)(1), with U.S. Civilian Research & Development Foundation (CRDF) for the development and database population of international data sharing software systems to facilitate NOAA customer access to key global environmental data and products. The project is for both development of necessary bridge software with NOAA systems as well as provision of key foreign data sets. Principal activities include establishing access to space environmental data and measurements concerning the terrestrial observation of data related to the Van Allen radiation belts. The period of performance is November 1, 2008 through October 30, 2009. The sole source determination is based a joint project between NOAA and the Russian Academy of Sciences. The CRDF is the only program authorized to directly fund the RAS. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
