Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Manufacturing Engineering Laboratory, intends to negotiate with STEP TOOLS INC, Troy, NY, on a sole source basis under the authority of FAR Subsection 13.106-1(b), for the purchase of ISO 13399 tooling database software for ST-Machine. This requirement is the ISO 13399 tooling database option reads and writes cutting tool information using the ISO 13399 standard. With this option a STEP-NC control can read the current dimensions and remaining tool life of a cutting tool from any database that supports the ISO 13399 standard. With this option the new dimensions and remaining tool life can be written back to the tooling database from the STEP-NC control after machining has been completed. The ISO 13399 option for ST-Machine enables better planning of the machining process by ensuring that every cutting tool has sufficient tool life to complete its operations. The ISO 13399 option for ST-Machine enhances the feed/speed optimization process by allowing the current dimensions of the cutting tools to be used for the optimization. The ISO 13399 option for ST-Machine enhances machining accuracy by setting the tool compensation registers to the correct values before machining begins. Based on the recent market research, NIST believes that STEP TOOLS, INC is the only entity that can satisfy NIST’s requirements. NIST has extensive software written using the STEP TOOLS vendor-specific programming functions in ST-Developer, and no other company provides these vendor-specific functions. NIST anticipates negotiating and awarding a firm-fixed-price type purchase order to STEP Tools, Inc for this requirement. Interested parties that are authorized by STEP TOOLS, INC, to sell the aforementioned software license may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. Such written responses will be used solely to determine whether competitive procedures could be used for this acquisition.
