Description
This is a combined synopsis/solicitation. The National Development Branch (NDB), a software development and integration component under the Rural Development Chief Information Officer, is looking to replace a legacy client/server application with a web-based solution for assembling electric and telecommunications borrower loan documents. The current system allows users to answer a "survey" about the type of loan, loan period, locale where the loan is requested, and other pertinent data about the borrower to generate a set of loan documents in Wordperfect format that are then reviewed, approved, printed (to a central printer), and sent to the various borrowers. The system is on antiquated hardware on a software infrastructure that is no longer supported. It is desired to replace this system with a more modern, extensible architecture that can not only support loan documents, but can also assist in the preparation of other similar types of documents; as examples, Foreclosure documents, requests for proposal, and contract documentation. This generalized approach is expected to save Rural Development money, while at least performing the current loan document generation services accurately. The numerous responses to the RFI led NDB to a "buy" decision. Please see the attached RFP, AG-31ME-S-08-1042. Proposals are to be submitted electronically and are due by August 25, 2008, 12:00 pm, ET.
