- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is open to Large and Small business; the associated NAICS code is 324121 and the small business size standard is 500 employees The Product and Service Code is 5680. The government will award a firm-fixed-price (FFP) contract resulting from the solicitation to the responsible offeror whose offer, conforming to the solicitation, with the lowest price. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. The government may elect to award without discussions. The contract for Asphalt will be awarded on or about August 20, 2008. REQUIREMENTS: Badlands National Park, Interior, South Dakota, has a requirement for the purchase of approximately 500 TONS of G1 Asphalt; and approximately 500 TONS G2 Asphalt. (Quantities will be adjusted based on value received.) The Park will notify the Contractor 24 hours before each requirement for an order and will pick up with a Government truck as needed. Successful bidder must have a plant within a 100 mile radius of Badlands National Park. The Park will pick up the major portion of this Asphalt starting on or about August 22, 2008 through November 30, 2008. SPECIFICATIONPART 1PRODUCT1.1DESCRIPTIONA.The work of this section consists of providing up to 500 ton 64-22, 64-28, 58-28 G1 Asphalt Hot Mix; and providing up to 500 ton 64-22, 64-28, 58-28 G2 Asphalt Hot Mix to Badlands National Park. PART 2EXECUTION2.1PRICE EVALUATIONA.Price evaluation will be based on the lowest price.2.2AVAILABILITYA.Product availability shall be scheduled at least 24 hours in advance of each requirement for an order by telephone call from the Contracting Officer Representative to the vendor, and will be picked up with a Government truck.B.Product is to be made available between the hours 8:00am and 3:00 pm Mountain Time, Monday through Friday, Federal Holidays excluded. PART 3MEASUREMENT AND PAYMENT4.1Measurement will be the actual tonnage of the product, as received by NPS personnel, with provision of an original delivery ticket.4.2 Payment will be included in the bid item to which this work relates.
