Description
The Bureau of Reclamation has a requirement for services to sell tour tickets at Hoover Dam as well as to manage and operate the Hoover Dam Parking Garage and remote lots. Hoover Dam has two contracts in place currently to provide these services. The parking garage contract is due to expire in September 2008. The on-site sales and reservations for Hoover Dam tour tickets as well as the parking garage and parking lots management and operation are being combined into one acquisition. In order for the services and revenue stream to continue, it is anticipated that a new contract will be in place on or about November 1 to transition from the incumbent contractors' systems to the new contractor's system. The Government intends to award a firm-fixed-price contract for a base and four (4) option years. The proposed contract will be a firm-fixed-price, performance-based service contract with positive and negative monetary incentives. The Performance Work Statement (PWS) of the solicitation will require the contractor to provide all personnel, equipment, materials, supervision, and other items and services necessary to implement, manage, and operate an integrated on-site ticket sales and reservations system for Hoover Dam tours seven days a week. Tickets shall be made available for sale at the Hoover Dam Visitor Center during the posted hours of ticket sales operation, seven days per week excluding Thanksgiving Day and Christmas Day. Tickets may be offered for sale at other locations approved by the Government. A reservation message line must be available for all hours that the contractor is not present on-site at Hoover Dam. The PWS also includes requirements for: (1) providing on-site ticket sales and reservations for both immediate and future tour ticket sales; (2) ensuring that pedestrian traffic at the ticket stations is routed in a safe, orderly manner that minimizes waiting time to no more than ten minutes and does not create congested areas inside the Visitor Center; (3) collecting and remitting fees for all tickets sold for the Government; (4) refunding fees in accordance with the Hoover Dam Fee Schedule and Refund Procedures; (5) providing promotional coupons, site maps and magazines, and other promotional literature authorized by the Government to visitors; and (6) preparing and distributing specified financial reports detailing financial transactions. The tour ticket sales work is located at the Theater Level of the Hoover Dam Visitor Center. The Visitor Center is at Hoover Dam, which is located on the Colorado River, approximately 7 miles northwest of Boulder City, Nevada and 32 miles southeast of Las Vegas, Clark County, Nevada. This solicitation will also require the contractor to provide all contract management, planning, personnel, equipment, materials, supervision, and other items and services necessary to manage and operate the Hoover Dam Parking Garage and remote lots. The work will include the following principal items: (1) traffic management and fee collection operations at the Parking Garage and remote/overflow lots; (2) financial management and operational reporting; (3) employee, visitor, and facility safety and security; (4) communications with the Government and the general public; (5) monitoring the auto and bus levels during peak periods to determine the remaining carrying capacity, minimizing congestion in the facility, and directing visitors to remote parking sites, as necessary; and (6) managing the flow of vehicles so that traffic does not backup onto Highway 93 or inside the Parking Garage. The contractor will operate the Hoover Dam Parking Garage seven days a week, excluding Thanksgiving Day and Christmas Day. The contractor also will operate the remote parking lots on a seasonally varying basis, approximately six hours per day, seven days a week excluding Thanksgiving Day and Christmas Day. A pre-proposal site tour will be scheduled for all interested parties (the date and time will be provided in the solicitation). The solicitation will be unrestricted. The North American Industry Classification System (NAICS) code for this acquisition is 561599 All Other Travel Arrangement and Reservation Services. The solicitation in the form of a Request for Proposal (RFP) will be issued on or about August 26, 2008 with offers due thirty (30) days after. All dates in this announcement are estimates and are subject to change. The actual dates will be included in the solicitation. The RFP in the form of a performance-based solicitation will include a description of the work requirements, instructions to offerors, and required certifications. Offerors will be asked to submit a technical and price proposal, which will be evaluated utilizing FAR Part 15 negotiation procedures in conjunction with the Best Value Trade-off process. No documents will be available until the solicitation is issued. The solicitation will be issued electronically only via www.FedBizOpps.gov. The Government reserves the right to issue the solicitation on paper or CD if the FedBizOpps (FBO) web site becomes inoperable or if the Contracting Officer determines it is in the Government's best interest to do so. Offerors should register at the FBO to be included on the offeror list in order to receive notifications pertaining to the solicitation, or visit the FBO website after issuance to download the solicitation and any subsequent amendments. Offerors are required to have a current registration in the Central Contractor Registration (CCR) to be eligible for contract award. Offerors may register in CCR at http://www.ccr.gov.
