Description
The Centers for Disease Control and Prevention (CDC) intends to award, on a sole source basis, a contract to the Paul Cooper, 323 9th ST NE, Washington, DC 20002-6115. Paul Cooper possesses the requisite skills and unique experiences necessary to facilitate meetings and communications of the Facilitation and Strategic Planning for the Fire Safety Council (FSC). The National Center for Injury Prevention and Control (NCIPC), Division of Unintentional Injury Prevention (DUIP) participates in a partnership with the United States Fire Administration (USFA), the Consumer Product Safety Commission (CPSC), and other federal and non-federal organizations known as the Fire Safety Council. Under previous contracts a FSC strategic plan was developed. However, the enormous problem of residential fires and the complexity in reducing deaths from residential fires requires that continued work needs to be done over the next three years to coordinate efforts across organizations and a modified plan needs to be produced and delivered. The contractor shall provide all labor, materials, and equipment required to facilitate monthly teleconferences, quarterly meetings, and to revise strategic plans. The contractor will then present these plans to the Council's Planning Committee, revise the plans based on the Planning Committee comments and submit the plan to the full partnership. Paul Cooper has experience in the complicated field of fire prevention that involves multiple disciplines and sectors including the fire services, public health researchers and practitioners, product safety and material science engineers, building code developers, housing experts, public health educators, private smoke alarm manufacturers, and non-profit advocacy groups, to name a few. Leaders from organizations that represent each of these groups participate in the FSC. While all have common goal of preventing residential fire injuries and death, each organization has it own agenda, skill-set, resource challenges, and culture, which makes it very difficult for a large group like FSC to work together seamlessly and come to consensus on issues. Paul Cooper skillfully understands these characteristics for each organization for each individual representative. Paul Cooper's participation with the FSC predates by several years the current representatives from three lead federal agencies (CDC, the Consumer Product Safety Commission and the US Fire Administration). Because the FSC strives to build on past work, Paul Copper alone can provide the contract for past work, discussions and decisions. The statutory authority permitting other-than-full-and-open competition is 41 U.S.C., 253(c)(1): FAR 6.302-1. Only one responsible source and no other services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed contract will be based on responses to this notice and is solely within the discretion of the Government.
