Description
The Centers for Disease Control and Prevention intends to issue a sole source contract or purchase order to Alschuler Associates, LLC. of East Thetford, Vermont, the only known provider of Clinical Document Architecture (CDA) specifically related to the programs provided by the Centers for Disease Control and Prevention. It is the Governments belief that only one responsible source exists and no other product or services will satisfy agency requirements. The following requirement is for the National Center For Public Health Informatics (NCPHI), Centers for Disease Control and Prevention (CDC). Task #1. Develop detailed work plan within 1 week following contract award. Task #2. Provide an initial proposal that will include alternate approaches to CDA encoding and will highlight any major conceptual issues involved in the design of the reports. The proposal will include sample report fragments populated only as required to illustrate the alternate approaches. The fragments will be accompanied by a synopsis of the advantages/disadvantages of each approach and will list open issues, questions and assumptions. Task #3. Develop and document an approach to CDA implementation for Public Health Case Reporting in an Implementation Guides (IG) that specifies the reporting vehicle, vocabulary and validation requirements. The IG will be posted at a CDC web site and publicly available for use. Task #4. Work with Project Staff and Health Level 7 Technical Committees to achieve a successful ballot of the developed IG. Provide preliminary examples of the complete data for the initial case examples. The example will be used to determine completeness of the final Implementation Guide. Task #5. Develop training materials to support vendor implementations of CDA-based reporting. The initial approach to vocabulary will be guided by present directional information from HITSP, AHIC and CSTE and be designed for forward compatibility with deployment of industry-standard terminologies such as LOINC and SNOMED. The project use as examples data elements develop jointly by AHIC and CSTE for the following notifiable diseases: i. Anthrax ii. Hepatitis B iii. Tuberculosis iv. Tularemia Task #6. Collaboratively craft generic Implementation Guides (IG) for Public Health Case Reporting and a mechanism for adding specific data elements as new case specific information is developed and formalized. In addition, the initial work will define two common element sections using HITSP Implementation Specifications as guidance: Patient Demographics; and Clinical Information. Task #7. Provide a draft CDA for Public Health Case Reporting Implementation Guide. The IG will contain full sample instances, descriptions of the constraints/extensions on CDA and will define allowable vocabulary. Also to be provided are a validating rule set (XPath, Schematron), and, if required, a modified base schema (xsd) for conformance checking and de-bugging. Note: the IG may not be written using the formal conformance language required for HL7 publications, but will be clear and sufficient to support implementation at vendor sites. Task #8. Provide preliminary Public Health Case Reporting-specific style sheet. This is to be an XSL style sheet that renders the CDA report instances for viewing in a web browser. The purpose is to allow easy distribution of CDA reports and to facilitate quality control and debugging of report instances. Task #9. Provide a ballot-ready IG for submission as an HL7 Draft Standard for Trial Use (DSTU). The IG will conform to the requirements of an HL7 DSTU ballot, will include descriptions of the approach and all constraints/extensions required to support CDA implementation of Public Health Case Reporting for the four initial example cases and will finalize the schema, validating rule set and style sheet. Task #10. Provide a ballot reconciliation and comment resolution on DSTU ballot. Provide training material for vendors developed in parallel with the IG that supports CDA implementation. This material will be provided in an electronic file format that is ready for posting at a CDC web site and available for public distribution. The adoption of CDA-based reporting to be transparent to the healthcare provider community and do not anticipate any end-user training requirements. The proposed contract action is for commercial items which the Government intends to solicit and negotiate with only one source under authority of FAR subpart 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Commercial Items (MAR 2000) applies to this acquisition; 52.232-1 Payments; 52.233-3 Protest After Award; 52.201-1 Definitions; 52.203-5 Covenant Against Contingent Fees; 52.203-7 Anti-Kickback Procedures; 52.204-7 Central Contractor Registration; Contractor must be CCR Registered prior to submitting proposals; The clause 52.212-4, Contract Terms & Conditions - Commercial Items (MAY 1999) applies to this acquisition. The following FAR Clauses are hereby added to this clause: 52.247-35 F.O.B. Destination; The clause at 52.212-5 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies to this acquisition. The following clauses listed in paragraph (b) of 52.212-5 apply to this acquisition: (1), (5), (7), (14), (15), (16), (17), (18), (22), (24), (29) and (30). 52.213-3 must be attached to bid.
