Description
The Department of Homeland Security (DHS) Federal Protective Service (FPS) has a requirement for the use of a firearms range where mandatory quarterly qualifications and other firearms training may be conducted. The range shall be within a 25-mile radius of Boston, MA. The proposed range must meet the following standards to qualify for consideration: 1. DHS will provide all AMMUNITION, TARGETS and FIREARMS INSTRUCTORS. 2. The range time must be available exclusively to the Department of Homeland Security (DHS) during the hours indicated. The range must be closed to the public during the corresponding hours and the hours for use should be scheduled. 3. The range must possess a minimum of 10 firing points and must be able to accommodate a qualification course distance minimum of 1.5 yards and maximum of 25 yards. 4. The range should have a "turning target system" that can be controlled from a central station, BUT NOT REQUIRED. OFFERORS MUST INDICATE WHETHER OR NOT RANGE MEETS REQUIREMENTS (MUST STATE NUMBER OF YARDS). 5. The range shall possess adequate exterior lighting in both public and work areas. 6. The range shall be equipped with separate male and separate female restroom facilities indoors with running water located near the range facilities for DHS use. 7. The range should possess an on-site facility to accommodate approximately 24 students for classroom instruction and briefing purposes. 8. The range must be able to accommodate the following: 9mm,.38,.357,.40, and.357sig caliber Pistol ammunition, and.12 gauge,.223 (5.56mm) and 5.7x28mm rifle ammunition. 9. The range rules must allow movement between firing points and shall not restrict movement-oriented firearms training by students (e.g. standing to kneeling transitions). The range rules must allow shooters to draw and fire from the holster and from concealment. The range rules cannot disallow a student from moving in front of the firing points with an instructor present, such as tactical move and shoot drills. 10. The range backstop/bullet trap must be maintained to provide a safe shooting environment. 11. All equipment associated with the range must be in good working order and functional during course of fire (ie., pulleys, target system, lighting, etc.) 12. The range shall provide sufficient trash receptacles for used targets, target backers, and empty ammunition boxes. 13. The range must possess some type of public address system available during firearms training. 14. If an indoor range is offered, it must possess air conditioning, heating, and an approved ventilation system that conforms to existing OSHA regulations. 15. DHS personnel will use the range an average of 256 hours per quarter. DHS/FPS requires exclusive use of the range for the duration of time, to be reserved in advance, that officers are utilizing the space. These time periods will not be shorter than 2 hours and not longer than 8 hours, and will be between the hours of 0800 and 1600. 16. DHS/FPS may re-schedule a range date with 4 days prior notice without penalty. If a date is rescheduled, the new date will be subject to the availability of the range's existing schedule. 17. In the event FPS does not make use of 256 hours in one quarter due to scheduling conflicts, the remaining hours may be carried over into the following quarter. 18. DHS/FPS may request additional range dates as needed, in either 4 or 8 hour blocks, at the agreed upon contract full day or half day contract price, dependent on range schedule availability. 19. The estimated number of rounds fired per year is 100,000. The range must be closed to the public during the corresponding hours. The purchasing agency is anticipating awarding a fixed-price purchase order for a twelve-month base period, with two (2) twelve-month option periods. Interested vendors are asked to submit pricing for each period as separate line items, for a total of three line items. Additionally, FPS has a requirement for two (2) range memberships, which can be utilized whenever the range is open to its members. Memberships must be in the name of the Agency, Federal Protective Service, and not in an individual's name. Vendors should submit pricing for the two memberships for the base period and each option year, for a total of three line items. Vendors able to meet these requirements are asked to submit pricing for each line item, for a total of six line items. The anticipated award date for this contract is October 1, 2008. This is a combined synopsis/solicitation for Commercial Services and is issued in accordance with the format in subpart 12.6 of the FAR, as supplemented with additional information included in this notice. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular, FAC 2005-26 (Jun 2008). This solicitation is being issued as a Request for Quotes (RFQ). This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Quotation shall include monthly pricing and the yearly total for each line item as detailed above, for a total of six line items. Total contract pricing will be determined by adding all six (6) yearly totals together. Submission of a quote constitutes the vendor's agreement to the terms and conditions above, and also affirms that the vendor meets all of the requirements of the RFQ. This requirement is being solicited as a small business set-aside. The NAICS code for this solicitation is 713990 and the small business size standard is $6.5.
