Description
The Centers for Disease Control and Prevention (CDC) intends to purchase two (2) Liquid Nitrogen Freezers and intends to set-aside for a small business concern. These Liquid Nitrogen Freezers part number are MVE 11633559 for the FNL MVE 815P-150F-CDC, manufactured by MVE Biological Systems, a division of Chart Industries and distributed solely be Specialty Gases Southeast. These freezer are customized to work with CDC Monitoring Software. These units are compatible and will be connected to the CASPIR monitoring internet system currently being used in NCEH/DLS laboratories and has an added protection feature. The MVE 815P-150F-CDC is an automatic fill unit which includes the Tec-2000 controller which has level control and temperature alarms. The freezer will monitor level and temperature to insure product stability in a cryogenic environment. If a level or temperature should fall below a set threshold then an alarm sequence will be triggered, sending information to American Type Culture to correct the issue. CDC is contemplating an award, on a sole source basis, Specialty Gases Southeast which is believed to be the only vendor that carries the CDC Software version of this product. Specialty Gases Southeast is a full service distributor for Chart (MVE) freezers. The MVE 810 CDC is a specialized high efficiency unit. Specialty Gases Southeast is the only source for this freezer and provides the necessary 90% covered vacuum tank. It also has the lowest Ln2 use of any freezer. This freezer is also customized to work with the current CDC Monitoring Software. This freezer is the most reliable and efficient Liquid Nitrogen freezer that is used by CDC and NIH. The statutory authority permitting other-than-full-and-open competition is 41 U.S.C., 253(c)(1): FAR 6.302-1. Only one responsible source and no other services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE SOLICITATION; A SEPERATE WRITTEN SOLICITATION WILL NOT BE ISSUED. QUOTES ARE BEING REQUESTED. Delivery Due Date: On or before September 5, 2008; FOB: Destination. The following FAR Clauses are hereby added to this clause: 52.247-35 F.O.B. Destination; The clause at 52.212-5 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies to this acquisition. The following clauses listed in paragraph (b) of 52.212-5 apply to this acquisition: (1), (5), (7), (14), (15), (16), (17), (18), (22), (24), (29) and (30). 52.213-3 must be attached to bid.
