Sources Sought for support for the Order Fulfillment and Accounting System (OFAS) <hr size="2" /> <hr size="2" /> <h4> Contracting Office Address </h4> National Archives and Records Administration, NAA, Acquisition Services Division, 8601 Adelphi Road, Room 3340, College Park, MD, 20740-6001 Description This is a Sources Sought (SS) for technical support of the Order Fulfillment and Accounting System (OFAS) (see Background, below). · The contractor shall provide dedicated onsite application and help desk support for OFAS and all of its related components and underlying technologies (both hardware and software), 7:00 am - 4:30 pm (EST) M - F. For weekday help desk support, the contractor shall provide a 2-hour response time for calls initiated through the NARA help desk, which will provide Tier I support. A response is defined as diagnosing the problem and beginning repair. · The contractor shall provide application and help desk support via cell phone from 8:00 am until 5:00 pm (EST) for weekend support calls (i.e. Saturday, Sunday and Federal Holidays, except for July 4 th, Thanksgiving, Christmas and New Years) for OFAS and all of its related components and underlying technologies (both hardware and software). For weekend help desk support, the contractor shall provide a 4-hour response time for calls initiated through the NARA help desk, which will provide Tier I support. A response is defined as diagnosing the problem and beginning repair. · The contractor shall monitor and maintain the OFAS software and hardware. This will include all servers and software attached to the OFAS HP4000 switch on the NARA network for both OFAS test and production. The contractor shall perform OFAS database administration, preventive maintenance, system monitoring, maintenance of the test bed, scheduling the test bed, maintenance of the anti-virus software, system backups and recovery, facilitate software and hardware upgrades of the OFAS production and test bed. · The contractor shall install OFAS hardware and software. · The contractor shall upgrade the system. Major upgrades include application upgrades to Microsoft Dynamics GP, complex Microsoft Dynamics GP customizations, and extending Customer Relationship Management capabilities to WOENet. Minor upgrades include service packs, hot fixes, operating system upgrades and minor software enhancements. · The contractor shall maintain all existing documentation and provide new documentation as changes are made to the OFAS architecture. Documentation shall be in accordance with the NARA Configuration Management Plan and NARA's Change Management Standard Operating Procedures (SOP). · The contractor shall provide as-needed classroom training for NARA employees on the use of OFAS that will result in employees being able to access needed data within GP or through SQL queries. Classroom training involves preparing training materials and manuals. · The contractor shall assist the NARA Trust Fund (NATF) with End of Year Closings, Reconciliation & Routines (Creation of Standard Operating Procedures), Purges, Paid Transaction Removal (PTR), and generation and consolidation of SQL scripts. · The Contractor shall provide NATF with functional and technical support during the yearly NATF audit. Support includes providing answers for technical questions, providing operational statistics, researching information to resolve auditor requests for information, providing reports or data extracts, and preparing responses to the audit results. · The contractor shall provide support for additional deployments of OFAS to the Presidential Libraries and other NARA sites. · The contractor shall attend the bi-weekly IT Services Division status meetings. Additional information: The current contractor is Acelo Solutions, Inc. The contract expires November 30, 2008. Background The Order Fulfillment and Accounting System (OFAS) provides NARA staff nation-wide with a means to facilitate the collection and tracking of revenue from copies of records. OFAS integrates with the Siebel Order Fulfillment Application (SOFA) to receive, process and track the fulfillment status of customer requests. OFAS is composed of several integrated software applications which link to a common database: •§ Microsoft Dynamics GP •§ Compass Technologies Retail Point of Sale (POS) •§ Nodus Technologies eStore •§ V-Technologies Ship Gear •§ UPS Worldship / FedEx Shipment Manager integration •§ Southern DataComm Protobase •§ Siebel Order Fulfillment Application (SOFA) / Request and Order System •§ Custom interface b/w OFAS and SOFA •§ Custom WOEScan Scanner Utility •§ Custom Web Order Entry System (WOENet) •§ Custom Bureau of Public Debt (BPD) Interface •§ System customizations At the core of the OFAS application is Microsoft Dynamics GP, which accounts for the collection of revenues, and reports these revenues to the BPD core accounting system. Because Microsoft Dynamics GP is the primary application used in OFAS, its requirements dictate the hardware, operating systems and all other application software that comprises the overall OFAS solution. Microsoft Dynamics GP is designed to run on Microsoft NT operating systems using a Microsoft SQL Server. In Wide Area Network implementations, a Microsoft terminal server running the Citrix ICA protocol is the recommended solution from Microsoft Dynamics GP, and is used by NARA. Retail Point of Sale software is used for all of NARA's point of sale transactions. This product is published by Compass Technologies to specifically integrate into the Inventory, Sales Order Processing, and General Ledger modules of Microsoft Dynamics GP. Nodus Technologies eStore is the software package used to facilitate the online eCommerce stores for the four Presidential Libraries and the National Archives Trust Fund. The package provides real-time inventory tracking using Microsoft Dynamics GP. V-Technologies ShipGear is an application that integrates with Microsoft Dynamics GP and UPS Worldship / FedEx Shipment Manager to facilitate the shipping of eCommerce orders. UPS Worldship / FedEx Shipment Manager are applications developed by UPS and FedEx to facilitate the shipping of packages. These applications work with ShipGear to bring in customer information from GP. Protobase is a third party application published by Southern DataComm that is used to approve all payments by credit cards in both Microsoft Dynamics GP (batch), Retail Point of Sale (real time) and SOFA (real time). The SOFA system is a customized COTS product that provides a workflow operation for customer requests for records placed online at archives.gov, through the mail or over the phone. The SOFA system has a tight custom integration with Microsoft Dynamics GP that facilitates the ordering process. The Scanner Utility is a custom developed Visual Basic application that uses TWAIN compliant drivers to integrate to a high speed Kodak model 2500 optical scanner. It is used to scan NATF 80 series forms to create digital images used throughout the order fulfillment process. Information about each batch of requests is also written to the OFAS database during the scan process. The Web Order Entry System (WOENet) is a custom developed application that uses the Microsoft Dynamics GP eCommerce development components and Active Server pages. WOENet is used for entering information from the scanned images created by the Scanner Utility into OFAS. Response Instructions NARA is seeking short responses from vendors capable of providing a total solution. Please respond with your firm's name, a point of contact, business size, past performance for similar efforts, anticipated approach, and (if applicable) your GSA 70 contract number or other schedule contract held by your firm under which these services can be provided. All responses are limited to ten (10) pages. NARA is issuing this SS for information and planning purposes only. NARA does not intend to technically evaluate responses for purposes of later excluding interested parties (such as a "downselect") except in the case of a decision to request offers only from certain socio-economic classes. NARA does not guarantee that any information submitted in excess of what is asked for above will be read. Please submit responses via email by COB August 14, 2008 to Maria Peloso.
