Description
The Olympic National Forest, Washington, intends to acquire by contract: decommissioning of Forest Service Road No. 265050, Hood Canal Ranger District. The project consists of the following major items of work: clearing and grubbing with slash disposal, removal of culverts, chain link baskets and surrounding fill material, soil erosion and pollution control including dewatering, installation of cross drains, drainage swales and removal of sidecast material, construction of earth berm, relocation of existing boulder, placement of riprap and seeding and mulching. Period for performance is from JULY 15, 2009, to OCT. 30, 2009. In-stream work may be performed between AUG. 6th and SEPT. 30th. This project is located on: Sections 1, 2 & 11, Township 26 North, Range 3 West, and Section 6, Township 26 N, Range 2 W, W.M., near Quilcene, Washington. The project may be accessed by traveling south on Hwy 101 from the Hood Canal Ranger Station, Quilcene Office for 4.7 miles to F.S Rd. 2620. Follow F.S Rd. 2620 for 3.1 miles to F.S. Rd. 2650. The intersection of the 2650 and 2650050 is located here. Project Manager is Ms. Karen Vonhof, (360) 288-2525. The government will proceed to issue a solicitation under FAR Part 12 for services (minor construction). This acquisition is 100 percent set-aside for small business concerns. Offerors will be evaluated on price, experience, and past performance. Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. The government estimated value is between $50,000 and $100,000. No bid bond is required. If the contract price is equal to, or greater than, $100,000.00, performance and payment bonds are required for this project. If the contract price is less than $100,000.00, only payment protection is required. Davis-Bacon wage rates apply to any resulting contract. The proposed contract-type is firm-fixed price. This solicitation will be available on or about AUG. 14, 2008. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
