- The Social Security Administration (SSA) plans to negotiate solely with Johnson Controls, Inc. 60 Loveton Circle, Sparks, Maryland for the purchase of materials and labor to upgrade the currently installed York Chillers. The procurement request encompasses the system that controls and monitors the cooling for SSA’s Altmeyer, East High Rise, East Low Rise, and Operation Buildings in the Main Complex. Therefore, this system is critical to SSA’s facility management. It is necessary to match the new equipment to the existing building management control system in the main complex in order for the two systems to interface correctly. Both systems are proprietary. The requirement is for the purchase of Johnson Controls Optiview Control Panel. Recently Johnson Controls, Inc. purchased York International, Inc. York International, Inc. (now part of Johnson Controls, Inc.) was the manufacturer and distributor of the existing Chiller system in SSA’s Main Complex buildings. Johnson Controls is the company SSA must solicit to replace critical system parts and components that are proprietary. Interested parties who feel they can provide this requirement may respond by submitting their capability statement via email to Deborah. R. Wilson@ssa.gov by COB August 15. 2008. The information I receive I will consider solely for determining whether to conduct a competitive procurement. This notice does not constitute a solicitation for offers. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. If I receive no responses by the closing date (8/15/08), the SSA will proceed with sole source negotiations with Johnson Controls, Inc. Vendors must submit all questions and/or submissions to this notice in writing to the email address referenced above. I will not accept telephone calls regarding this notice, nor will I return any. Responses must reference SSA-RFQ-08-1745.
