Description
Contractor shall provide all labor, materials, equipment, and supervision for the installation of a new elevator into existing open shaft at the VAMC-DC. Work will also include the upgrade / modernization of existing freight elevator #6, and the upgrade of the kitchen dumbwaiters. All project work will include the labor and materials per specifications, with final inspection and testing by VA transportation Consultants, prior to acceptance of completed work. Cost range is between $2,000,000.00 and $5,000,000.00.The NAICS code is 236210 size standard $31.0 million. Contract will be firm fixed price. This announcement is open to all businesses regardless of size. All responsible sources may submit a proposal, which shall be considered by the Department of Veterans Affairs Medical Center. To schedule a site visit contact Fred Harrison via e-mail fred.harrison@va.gov before August 12, 2008. All proposals are due to the Contracting Specialist by August 28, 2008 at 2:00pm local time (EDT). All offerors must ensure that their firms have the ability to provide both 100% performance and 100% payment bonds. Note that business will be rated based on their size and in the following order listed being given higher preference during the review process. Disabled Veteran Owned Small Business (DVOSB) Veteran Owned Small Business (VOSB) Small Disadvantaged Business (SDB) Hub-Zone Small Business (Hub-SB) Women Owned Small Business (WOSB) Other Small Businesses (SB) Large Business (LB) ** ** If the selected firm is a large business, concern, a subcontracting plan consistent with Section 806 (b) of PL 100-180, PL 95-507, and PL 99-661 will be required after the proposals/bids have been reviewed. A minimum of 45% of the total planned subcontracting dollars shall be placed with small business concerns. At least 20% of shall be for small disadvantaged businesses (SDB), including Historically Black Colleges and Universities or Minority Institutions; 10% shall be for women owned small businesses (WOBS), 3% shall be for Hub-zone small businesses (Hub-SB), 3% shall be for veteran owned small businesses (VOSB) and 3% shall be for Service Disabled Veteran owned small businesses (SDV).
