Description
This effort requires contractors to have a current SECRET security clearance. A Cost type contract is anticipated to meet this requirement. Contractors need to confirm they have a certified cost accounting system. The contract period of performance is expected to be one base year plus two option years. A complete Draft Statement of Work can be requested from RCO Bavaria. A final Statement of Work and Request for Proposal is expected to be released in early Sep 2008, with an anticipated award date on 30 Sep 08. The Government requests all interested and capable parties submit a comprehensive description of their companys capabilities and experience in providing similar services. Please include specific competencies and a list of similar service contracts performed. STATEMENT OF WORK SPECIAL SKILL ROLE PLAYERS 1.0 General. The Joint Multi-National Readiness Center (JMRC), Civilians on the Battlefield (COB) Group serves as the 7th Army Joint Multinational Training Commands (JMTC) primary trainer, providing a realistic environment for U.S. Army units by replicating various worldwide conditions of the complex battlefields of current operations and conflicts. The COB program is responsible for the continuous planning, management and execution of all mission rehearsal exercises for all units training in the Hohenfels Training Area (HTA). This includes Europe-based active and reserve component units and, CONUS-based units. The JMRC is responsible for providing tough, realistic, combined arms, joint and multinational training for US Army Brigade Combat Teams (BCTs) and other units in an environment that prepares them for deployment to combat operations in support of Operation Iraqi Freedom (OIF) and Operation Enduring Freedom (OEF). During FY 2009 (October 2008 through September 2009) the JMRC will conduct approximately 8 rotations for units preparing to deploy to Iraq or Afghanistan. Each rotation cycle will last 28 days. The JMRC requires specialized role player support for full spectrum operations training integration for military personnel deploying. The contractor shall provide experienced Special Skilled role players (SKRP) or Cultural role players (CRP) as outlined herein to provide consultative services at the JMRC, Hohenfels, Germany. This Statement of Work (SOW) addresses the critical training needs necessitated by an adaptable and persistent enemy in Iraq and elsewhere. The JMRC desires to provide realistic training to identify and defeat current and emerging trends and replicate best practices, as well as to train its troops in the interaction with Iraqi leaders within local government agencies and enemy forces. The selected Contractor shall provide Subject Matter Experts, military or military support/operational experience in areas listed above. The positions will overlap to some degree to ensure continuity and depth of understanding. 1.1Scope of Work. The Contractor shall provide all personnel, management, administration, labor, materials, and administrative supplies necessary to provide the required role-playing support services under this contract, except those specified as Government-Furnished in paragraph 6.0 herein. These services are associated with the COB training and instruction, and COB management services in support of the Joint Multi-National Readiness Center (JMRC), HTA, Germany. Services required consist of linguists and role players in support of U.S. Army pre-deployment training exercises. The Contractor shall administer its own language proficiency exams and shall certify the language capability of each of its personnel working under this contract (see paragraph 1.10). The contractor shall provide JMRC OPS GRP with all labor services and work items incidental to preparation, training, and execution of 31 part-time, specialized, role-players during an estimated 8 Mission Rehearsal Exercises each fiscal year (FY). The personnel will adequately replicate the specified tasks associated with their position to include all activities which normally occur in Iraqi/Afghan society. In general, rotations are conducted over a period of 21 days. The first five days are normally devoted to vehicle and equipment draw as well as pre-rotational classes. The next 16 days are Training Days (TDs) during which the rotational unit conducts Situational Training Exercise (STX) Lanes, followed by the entire brigade training on full spectrum operations, Force-on-Force (FoF), focused on the counter-insurgency operating environment. 1.2Gender Composition. The Contractor shall furnish the number of COBs required by each Task Order with, and will provide female role players as prescribed in the task order. Should the requirement call for a different percentage of female COBs, the Government shall notify the Contractor at least three (3) weeks prior to issuance of the Task Order. 1.3 Biometric Devices and Systems. Contracted Cultural role players will be required to participate in diverse biometric programs and systems. This includes scenario identities being entered in the BATS/HIDES 1.4Location of Services. The Contractor shall provide COB services at separate Military Operations on Urban Terrain (MOUT) villages, and, mini-MOUT wooden hut towns at the JMRC, HTA, Germany; and, several local training areas (LTAs) or maneuver coordination areas (MCAs) throughout the Federal Republic of Germany as required. (See paragraph 5.3 herein). 1.5Hours of Operation. The nature of the work requires the Contractor to use flexible employment and scheduling techniques to maximize performance outcomes that adapt to varying workload/scenario requirements. This will require work outside normal duty hours to meet mission-related time restrictions and scenario events and may encompass 24-hour operations. Hours of work begin on the first day of scheduled performance IAW contract Task Order(s). The COR may adjust the work schedule and shift contracted support personnel into separate shifts, if determined to be in the best interest of enhancing training mission(s). Actions such as this will be provided to the Contractor at least 24 hours prior to adjustment. In support of requested services, the Contractor personnel will be required to work evenings, weekends, and holidays. Additionally, the Contractor personnel will be required to operate and live in a field environment for the duration of the exercises. The Contractor may not swap out Contractor personnel to avoid overtime. Contractor personnel must be physically capable of performing the services hereunder. The hours discussed in this paragraph will be coordinated between the Contractor and the COR at the planning meetings prior to start of the exercises. The period of performance for this task order shall be for a 1-year period beginning NLT 60 days following government acceptance of the contractors proposal. The government may exercise an additional option year following completion of the base year. The contractor shall provide labor services supporting operations at the JMRC for a period of 2 days prior to STX until the day after ENDEX, generally a total of 17 days for each rotation with an average of 8 rotations per year For the purpose of indicating scope of work only, the Government estimate for the work to be performed is included below. The hours to be performed during the rotation may vary over the course of the period of performance but will typically be 12 hours a day. Length of the Work Day: The Contractor should normally expect to be required to perform the services outlined in this contract for 12 hours per training day. However, this may vary depending on the Governments requirements; any situations requiring extended working hours will be coordinated between the government and the contractor on a case-by-case basis Recommended Course of Action. Program 30 specialized CAT 2 professional role players to be present for 20-23 days (NTE 89 days) per Rotation times four (4) Rotations per year. This option provides value added training while avoiding extra costs associated with permanent stationing and Germany-earned income taxation issues. 1.6Consumption of Alcohol. Consumption of alcoholic beverages in any form is strictly forbidden during any exercise at the JMRC HTA. The Contractor or Government shall remove suspected violators of this portion of the contract from the training area, and immediately have a breath analyzer test administered by the Military Police. If alcohol is detected on a Contractor employee, the Contractor shall remove the person from the contract, and replace that person at no additional cost to the U.S. Government within twelve (12) hours. 1.7Sexual Relations. Contractor personnel are not permitted to engage in sexual relations at any MOUT, mini-MOUT, LTA or MCA while performing under this contract. Contractor personnel in violation of this paragraph shall be removed from the contract. 1.8Correspondence. All Contractor-prepared correspondence required in the execution of the contract shall be prepared on Contractor letterhead. Any correspondence generated via email shall clearly identify the sender as a Contractor employee, including company name, and employee title. 1.9Contract Manager (CM) and Alternate Contract Manager (ACM). The Contractor shall designate an individual, hereinafter referred to as the Contract Manager (CM), to serve as the Contractors point-of-contact with the Government. The Contractor shall also designate alternate CM (ACM), to serve in the CMs absence. The CM and the ACM shall be authorized to act on behalf of the Contractor for all matters relating to this contract, to include the authority to bind the Contractor for matters pertaining to this contract. The Contractor shall confirm, in writing to the Contracting Officer within five calendar days after contract award, the designated CM and ACM, and identify their respective authorities (Exhibit D, CDRL D-1). 1.10Designation of Managers and Supervisors. The Contractor shall provide a list of all managers and supervisors to the COR, and shall update the list as changes occur (Exhibit D, CDRL D-2). 1.11Record Keeping and Reports. The Contractor is required to maintain records of language exams for the role players, which must be made available to the COR or the Contracting Officer at any time (exercise periods or non-exercise periods) during the term of this contract. The Government reserves the right to bring in an independent contracted speaker to verify language capabilities as part of the Government Quality Assurance program. If contracted role player is found to be deficient of language requirements, he/she is not acceptable to perform under the contract. 1.12Quality Control Program. 1.12.1. The Contractor shall have a Quality Control program that ensures the requirements of the contract are accomplished as specified in this Statement of Work. Initial plans shall be presented to the COR for approval within 30 days of contract award (Exhibit D, CDRL D-3). Modifications to the Contractors QC program shall be made as required, or to respond to concerns of the COR. 1.12.2. The Contractor shall turn in a company daily status report (as in Exhibit D, CDRL D-8) no later than 0800 each day during the performance period of the individual task orders. 1.12.3. Changes to personnel status: The Contractor shall annotate changes to the personnel status by highlighting in RED the individual(s) departing the location of the exercise. The reason for departure is to be noted in the remarks section of the Status Report. The replacement individual(s) shall have the same skill level as the individual departing. All replacements will be highlighted in yellow. These changes will be reflected over a 24 hour period. At the end of the 24 hour period the RED highlighted individual will be dropped from the Status Report. 1.13Security. 1.13.1The Contractor shall adhere to established physical security and internal control procedures as directed by Operations Group S-2 (Security Officer) as well as Federal and local directives and policies. Access to areas other than those necessary for the accomplishment of the requirements of this SOW shall be monitored and limited to authorized personnel. 1.13.2The Contractor shall be responsible for securing each building and work area that it is using. Locking external doors and windows is necessary when leaving a facility. 1.13.3The Contractor shall be responsible for any keys issued to it and shall pay for all costs incurred by the Government if lost, such as the replacement of installation locks and the labor costs incurred as a result. All keys issued shall be returned to the COR upon the expiration/termination of this contract. 1.13.4Security Requirements. The Contractor shall not have access to any documents or information with a higher security classification than For Official Use Only (FOUO). 1.13.5Safety. The Contractor shall be aware of local safety requirements and ensure that all reasonable efforts are made to protect all persons from harm and U.S. Government property from damage. The Contractor shall adhere to all U.S. Government safety policies and procedures. The JMRC-Hohenfels safety policy and Rules Of Engagement (ROE) will be enforced when participating in all exercises. 1.13.6Background Checks. Contractor personnel will possess Secret security clearances and will be interacting with Army personnel conducting training on sensitive subjects, using high level Army equipment and tactical techniques and procedures. The Contractor will provide the U.S. Government officials an access list of all personnel requiring access the Hohenfels, Grafenwoehr or any training areas within the AOR used as part of the Lily pad approach in order to facilitate personnel access to this installation NLT 10 working days prior to the start of each rotation. The Contractor will comply with all applicable JMRC operational security and counter intelligence/force protection regulations, to include submission of all employees names and Social Security numbers or Green Card/other authorization numbers to Military Police and/or CID authorities as required. The Point of Contact (POC) for security requirements will be the HTA security office 1.13.7 INITIAL PROCESSING OF CIVILIANS ON THE BATTLEFIELD 1.The Contractor shall have a signed copy of AE form 604 1b (sec 2.1) Consent to National Agency checks for each employee that participates in HTA exercises. 2. The Contractor shall provide two separate databases (German and Arabic by nationality) to the COR every (recommend 180 days) for back-ground checks to be conducted by HTA security office and the 2nd MI BN, 66th MI Group. The databases that the Contractor provides shall list all of the COB role-players, supervisors and administrative personnel. This list shall include at the minimum the following information: Name, address, telephone numbers date and place of birth, passport number (or identification card number), religion and nationality. Contractor will send the list of potential employees to the COB admin office. THE DATABASES WILL BE CONSIDERED FOR OFFICIAL USE ONLY AND WILL NOT BE RELEASED EXCEPT FOR OFFICIAL GOVERNMENT USES. 3.The COB admin office will then return the approved list to the contractor at least two (2) weeks prior to the start of the task order performance period. The list shall be posted at the IDS Pond security desk. 4. The Contractor shall adhere to established security and internal control procedures as directed by the DES Garrison Group (Security Officer) as well as Federal and local directives, policies and procedures. 1.14Appearance, and Identification of Contractor Personnel. The Contractor is fully responsible for the conduct of its employees at all times while its employees are on duty. All personnel employed by the Contractor in the performance of this contract, or any representative of the Contractor entering a Government installation, shall abide by all regulations of that installation. The Contractor is responsible for ensuring that each Contractor employee providing services under this contract conducts himself/herself in a professional, safe, and responsible manner and at all times behaves, acts, and performs in a manner consistent with the HTA philosophy, and IAW Government directives. Revocation of Contractor personnel access to an Installation shall not relieve the Contractor from the requirement to meet all of the terms and conditions of this contract. Attire: Contractor employees will wear appropriate clothing for the current weather conditions. Employees maybe required to wear contractor furnished ethnic civilian clothing appropriate for the exercise scenario and climate conditions (e.g., galabiyya, kufi, hijab, etc.). Contractor employees performing role-playing tasks will wear comfortable, casual attire to work, subject to the requirements in the paragraph above. However, clothing must cover legs and arms for both safety and country customs. Work areas are all outside and may be muddy during adverse weather conditions. Contractor employees will wear appropriate footwear. The Government will not provide any type of footwear 1.15Joint Ethics Regulation. The Contractor is expected to exemplify the Army Values (Leadership, Ethics, Duty, Respect, Selfless Service, Honesty, Integrity, and Personal Courage) during the performance of the requirements of this contract. The Contractor shall not, through its conduct or behavior, engage in activities, which negatively reflect on itself or the COB program. 1.16The CM/ACM and/or Supervisor(s) shall have the authority to remove any Contractor individual who becomes a hindrance or inhibits operations in any manner. The COR or QAR will provide the CM/ACM or Supervisor(s) with precise information, both written and verbal, of any violations of specific tasks in the contract in an effort to continue performance consistent with the tasks in the contract. 1.17Contractor personnel who attend meetings on behalf of their organization must identify themselves as Contractor personnel. 1.18The Government will not be responsible in any way for damages to the Contractors supplies, materials, equipment, or to personal property as a result of fire, theft, accident, natural disaster, or other events. 1.19Government Personnel. The COR appointed under this contract provides quality assurance and is an approving authority for all Civilians on the Battlefield matters. The Technical Representative(s) (QARs) will assist the COR in managing the performance of the contract. The Contractor shall coordinate Installation access with the COR. The Government will provide the names of the COR(s) to the Contractor, with the limits of his/her authority identified, in a designation of appointment memorandum from the Contracting Officer. 3.0Specific Tasks. 3.1The Contractor shall provide role players in the numbers, on the dates, and for the duration specified in Task Orders issued hereunder (see Attachment J-1 Schedule of Exercises). This schedule is not all-inclusive; however, it represents what is currently planned. (Generally, COB Role Players are not required until ten (10) days after the commencement of any exercise.) Any exercise planned may be cancelled, and/or the dates may be changed at the discretion of the Government. 3.1.1Exercise Operational Direction and Support for OIF-Based Rotations. HUMINT Recruited Source (9 personnel (at least 7 being males) to occupy 9 decentralized villages over at least 3 independent training areas) Iraqi Army Battalion Commander (4 Male Person; 1 per US land owning battalion) Iraqi Police Service Chief (4 Male Person; 1 per 4 villages occupied by land owning battalions) High Value Individuals (4 Male Personnel; 1 per land owning battalion) Iraqi Judge (3 Person; 1 per district) Qadaa Commissioner (3 Male Person; 1 per district) Nahia Mayor (4 Male Personnel; 1 per land owning battalion) 3.2Exercise Operational Direction and Support for OEF-Based Rotations. HUMINT Recruited Source (9 personnel (at least 4 being males) to occupy 9 decentralized villages over at least 3 independent training areas) Afghan Army Battalion Commander (4 Male Person; 1 per US land owning battalion) Afghan Police Service Chief (3 Persons; 1 per province) Afghan Border Police Chief (2 Male Person; 2 Boarder Check-points within scenario) High Value Individuals (4 Male Personnel; 1 per land owning battalion) Afghan Judge (3 Persons; 1 per province) Provincial Governor (3 Male Personnel; 1 per province) 3.2.1The Contractor shall provide a listing of all COBs and supervisors to the COR for purposes of installation access not later than two (2) weeks prior to the start of the Task Order performance period (Exhibit D, CDRL D-6). This list shall include the following information: name, date of birth, passport number (or identification card number), and nationality. The Contractor is responsible for ensuring the COBs and Supervisors have all required work permits and/or proof of citizenship available upon entering the HTA installation. 3.3Role Playing Functions. The Contractor shall provide personnel to fulfill the following COB role-playing functions, which shall be performed after receiving classroom or hands-on instruction from the Government: 3.3.1Foreign civilians and refugees that occupy villages (MOUT sites). 3.4Contractor employees shall wear wardrobe, and use various props to portray different roles. Seasonal wardrobes and props provided by the contractor. Instructions on the use of wardrobe and props shall be provided by the COR or QAR along with the role-playing instructions. In addition, Contractor employees shall be required to wear a Kevlar or safety helmet at all times during vehicular movement and the Multiple Integrated Laser Engagement System (MILES) harness, per the JMRC Rules of Engagement (ROE). 3.5Contractor personnel shall be required to follow scripted scenarios designed to have a desired outcome. There may be requirements to work nights, weekends and holidays. The COR or QAR shall provide the Contractor with an MOUT location breakdown and role playing instructions at least twenty-four (24) hours prior to execution for individual persons (such as those role-playing as local Government employees, professional positions, interpreters, laborers, international organizations, etc.), or for groups of people to allow for proper staffing. 3.6Contractor employees are required to enter the JMRC training area and occupy village/MOUT sites for in-processing, exercise days, and out-processing in accordance with each Task Order. The COR shall provide the Contractor supervisor and Contractor employees with task (CBI) instructions a minimum of three (3) hours prior to scheduled execution. 3.7Contractor personnel shall be capable of working in a field environment in accordance with paragraph 1.4 herein, entitled Hours of Operations. Contract employees, once assigned to their village location, must remain at that location unless otherwise directed. Contract employees shall not be granted passes or leave to visit businesses or restaurants outside of HTA. Contract employees shall be provided meals in accordance with section 6.2.5 of this Statement of Work.
