- This is a combined synopsis / solicitation for commercial items prepared in accordance with the information in FAR 12.6 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation. A written solicitation will not be issued. The RFQ number is N00189-08-T-G088 using Simplified Acquisition Procedures for commercial items. This solicitation document incorporates provisions and clauses in effect through FAR and DFARS. It is the contractors responsibility to be familiar with the applicable clauses and provisions. The clauses may be access in full text at these addresses: www.arnet.gov and www.acq.osd.mil. This is an unrestricted competitive action. The FISC Norfolk Groton Office requests responses from qualified sources capable of providing the following supplies: Item 0001: OVERHAUL 2 EACH, COOPER BESSEMER ET-18 TURBOCHARGERS. Conduct overhaul of government supplied turbocharger per STATEMENT OF WORK. Item 0002: OVERHAUL 1 EACH, GLOBE 1215 TURBOCHARGER. Conduct overhaul of government supplied turbocharger per STATEMENT OF WORK. STATEMENT OF WORK FOR BASIC OVERHAUL OF TURBOCHARGERS1. Contractor shall provide labor, material for the following minimum items to each turbocharger;a. disassembleb. clean and inspect all casesc. clean and inspect rotord. remove and zyglo turbine bladese. install new lashing wiresf. install new tab locksg. clean, polish, and inspect shaft for straightnessh. clean, inspect, and zyglo impelleri. match mark and balance rotating assemblyj. clean, inspect, and check area of nozzle ringk. clean and inspect diffuserl. water test back platem. inspect turbine inlet casen. machine turbine inlet caseo. install new stainless steel tubes in inletp. water test exhaust inlet caseq. inspect turbine discharge case r. machine turbine discharge cases. water test turbine discharge caset. remove a maximum of 5 broken studsu. install a maximum of 5 keen-serts in bad threadsv. install new parts (bearings, seals, gaskets, tubes, and tab locks) to OEM specificationsw. reassemble and paint unitx. prepare for shipmenty. pay for return shipment 2. Additional work is not authorized. A report is required on the condition of each item and recommended actions after all cleaning and disassembled inspections are completed. The additional items will be quoted separately and submitted to the Contracting Officer via the customer. Only the contracting officer has authority to make changes or additions to a contract and must be approved prior to the performance of any additional work. SUPPLEMENTAL INFORMATION The item is required F.O.B. destination. Inspection and acceptance will be at destination. Place of delivery will be NCTAMSLANT DET CUTLER, 175 RIDGE ROAD, CUTLER, ME 04626. Method of payment will be ELECTRONIC FUND TRANSFER. Quotation shall include as a minimum: Unit Price FOB destination, point of contact name and phone number, payment terms, and all provision information called for in FAR 52.212-3. Provide Certs and Reps per FAR 52.212-3, 52.212-3 ALT I andProvide Buy American product certification per FAR 252.225-7000 with proposal. The following FAR provisions and clauses are applicable to this procurement: 52.204-7, 52.211-6, 52.212-1, 52.212-3, 52.212-4, 52.212-5 (applicable clauses contained within 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.232-33, 52.222-50, 52.225-13), 52.247-34, DFAR 252.211-7003, 252.204-7004, 252.225-7000, 252.225-7036 ALT I. DOD will not longer award contract to contractors not registered in the Central Contractor Registration (CCR) database http://www.ccr.gov. This announcement will close at 8:00 AM Connecticut time on 16 AUGUST 2008. All responsible small business sources may submit a quotation which shall be considered by the agency.
