Description
The Library of Congress intends to negotiate non-competitively with AT&T. This proposed acquisition will provide hardware and services to enhance network communication between the LOC Madison Building and the LOC Alternate Computing Facility (ACF). The items for hardware procurement are as follows: 1) Backplane, FSP 3000RE I 2) Shelf Processor, 64 MB RAM, FSP 3000RE I 3) NE Software, RAYo/s (1 per FSP 3000RE-RR), 4) CD, Software, Rel 10.000, FSP 3000RE/FSP 3000RR 5) CD, Documentation, Rel 10.000, FSP 3000RE/FSP 3000RR 6) OLD Filler Card 7) Filter Filler Card, Eight Lambda base 8) 2.5G DML XCVR card with VOA, Ch29, 1554.13nm 9) 2.5G DML XCVR card with VOA, Ch27, 1555.75nm 10) Optical Protection Switch Module. 11) Transceiver/Transponder Filler Card 12) Service Interface Module - 2-Port Data Mux 13) Service Interface Filler Card 3000RR 14) XCVR, SFP, Multi-Rate, SM, 2.5 Gbps, 1310 nm 15) Cable Kit, OPS Interconnect 16) Cable Assy, Optical, LC-LC 86.0 inches. 17) Installation Kit, 4RU for FSP 3000RE I 18) ProServe labor for Systems Integration and Testing Support 19) Test Equipment. In accordance with FAR 6.302-1, only one responsible source and no other supplier will satisfy the LOC’s requirements. The authority for the proposed action is 41 U.S.C. 253(c)(1). AT&T was the vendor who originally designed and installed the LOC DWDM Network Infrastructure that exists in the Library of Congress. As it stands today, AT&T is contracted to exclusively maintain the Library of Congress DWDM Infrastructure. AT&T is responsible for any changes that effect connectivity between the Alternate Computing Facility and the Madison building.
