Description
This is a COMBINED SYNOPSIS SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation HAQ084553 is issued as a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-26. All responsible sources may submit a quote which will be considered. This solicitation is set aside for small business concerns.NAICS code is 336120; size standard of 750 employees. This will be a firm fixed-price contract for the Bureau of Land Management, 100 Oregon St., Vale, Oregon 97918. SUPPLY AND DELIVER One articulating Crane and one bed to the Bureau of Land Management Warehouse. TECHNICAL SPECIFICATIONS: The articulating crane will be mounted onto a International Truck minimum 46,000GVW that has a front axle weight of 18,000 lbs. and shall meet the following requirements; 1) 193,840ft-lb/26.8 tom-meter rating minimum; 2) hydraulic extensions 27 foot minimum; 3) 9,200 lb. lift at 20-foot reach; 4) 360 degree rotation; 5) double acting cylinders with pilot operated counterbalanced or load holding valves; 6) six section valve bank; 7) manual dual side controls; 8) hydraulic oil reservoir to meet requirements of crane; 9) external replaceable return line filter; 10) hydraulic out, hydraulic up/down 20 foot outriggers; 11) hydraulic pump and mounting bracket; 12) safety(Shure-Lock) style crane hook and tie down; 13) stowed height of not more than eight feet six inches above the frame; 14) mounting space 53 inches maximum; 14) shipping weight of 9100 pounds-maximum. The crane will be installed on BLM's International cab and chassis truck by crane supplier. BED- Platform Minimum Requirements: The bed shall meet the following minimum requirements; 1) 19 foot long by 95 inches wide; 2) 11 gauge high strength 41/8 formed cross-members on 12 inch centers; 3) 12 gauge high strength formed side and end rails; 4) 7 inch structural channel long sills; 5) 2"X6" (nominal) #1 pressure treated, tongue and grooved pine wood floor; 6) 2"X4" reinforced stake pockets on 24" centers; 7) clearance light kit with one-piece wiring harness; 8) painted black; 9) mud flaps; The bed will be installed on BLM's International cab and chassis truck by bed supplier. PERFORMANCE AND ACCEPTANCE: The International truck, cab and chassis, which the bed and articulating crane will be mounted on, are currently on order and are expected to be delivered mid-October to Vale Oregon. The vendor who receives award shall have the responsibility of getting the truck from Vale to point of assembly, mounting the bed and crane, and delivering the completed unit to Vale for final inspection and acceptance. The completed unit is to be delivered within 60 days, once the truck becomes available. Final delivery to Bureau of Land Management, 100 Oregon St., Vale Or. 97918. EVALUATION FACTORS FOR AWARD - Award will be made on all or none basis to the responsible firm whose quote is most advantageous to the Government, price and other factors considered. Other factors for this solicitation include the ability of the vendor to pick up the Government truck, assemble the crane and bed, and deliver one complete unit. The Government may reject any or all quotes, issue orders to other than the lowest quote, and waive minor informalities or irregularities in quotes received. If necessary, the Government may conduct discussions with any or all quoters. QUOTATIONS SHALL INCLUDE: 1)Unit price and Total Amount; 2)FAR provision 52.212-3 Offeror Representations and Certifications-- Commercial Items. 3) Quoters shall submit signed and dated quotes on letterhead stationary; identify payment discount terms.
