Description
This combined sources sought/synopsis is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this sources sought/synopsis. The Office of Acquisition Management, Immigrations and Customs (ICE), for the Detention Standards Compliance Unit intends to award a Fixed Price Labor Hour contract with Firm Fixed Price Contract Line Items (CLINs) and Indefinite Delivery Indefinite Quantity and Other Direct Cost(s) (CLINs)for this effort. Services to be procured are contractor support for on-site alien detention facility compliance management review teams and on site detention monitoring. This competitive acquisition is being set-aside for Small Business Administration (SBA) certified 8(a) small business concerns only. Interested small businesses that are SBA 8(a) certified and qualified as a small business concern in North American Industry Classification System (NAICS) code 561210 are encouraged to submit their capability packages outlining their experience in both of the following key areas or tasks: (1) provide on-site detention standards compliance monitoring services in compliance with ICE National Detention Standards ( also known as ICE Detention Management Control Program). (2) the capability to provide and manage personnel with experience working in a state prison, local jail, federal prison, any Federal Government agency that oversees incarcerated individuals such as the Bureau of Prisons (BOP), Immigration and Customs Enforcement (ICE), or similar experience as a warden, assistant warden, senior jailer, or similar position with authority and/or senior responsibility within the previously noted facilities, and with training and experience in on-site alien detention facility compliance monitoring. The associated NAICS code is 561210 Facilities Support Services, the small business size standard is $32,500,000.00 (Thirty-two million, five hundred thousand dollars) in average annual receipts for the preceding three years, formerly known as Standard Industry Code (SIC) 8744. It is a requirement that all contractors doing business with the Department of Homeland Security be registered with Central Contractor Registration which may be accessed at http://www.ccr.gov/, and ORCA https://orca.bpn.gov. Offerors must have a DUNs Number or have the ability to obtain one prior to proposal submittal. The entire solicitation will be issued electronically at the Federal Business Opportunities (FedBizOpps) website, https://www.fbo.gov/. Paper copies will not be available. The solicitation, attachments and specifications will only be available by downloading the documents from the FedBizOpps website. All prospective offerors are responsible for obtaining the solicitation, any amendments or any other information from the FedBizOpps website. It is therefore the contractor’s responsibility to check the website for any posted changes to the solicitation. The projected solicitation issue date is September 2008. The issue date of the solicitation is estimated. When issued, the solicitation will specify the actual date and time for proposal receipt. Interested SBA certified 8(a) firms who wish to submit a capabilities package may submit a package of not more than 10 pages via email to Nancy Maples-Remley not later than 4:00 pm, EST, 15 August 2008.
