Description
This synopsis covers RFP Numbers HQ0147-08-R-0011, HQ0147-08-R-0012, HQ0147-08-R-0013, HQ0147-08-R-0014 and HQ0147-08-R-0015. It is the intent of the Missile Defense Agency (MDA) to award sole source, indefinite delivery- indefinite quantity (IDIQ) “bridge” contracts for continued advisory and assistance services (A&AS) in the following areas: Quality, Safety, and Mission Assurance, Business and Financial Management, Administrative and Other Professional Support, Systems Engineering, Acquisition Management, Infrastructure and Environment, Human Resources, Test, Warfighter and BMDS Operations Support, Worldwide Deployment Advanced Technology, and Security and Intelligence Operations, International Affairs, Information Management and Technology Operations. These services are required to maintain continuity of Agency operations and avoid disruption of critical services that provide highly specialized, critical support to the Ballistic Missile Defense System. These bridge contracts are intended to provide transition from the expiring contracts until the requirements can be met by competitive contract awards under the Missile Defense Agency Engineering and Support Services (MiDAESS) acquisition program. These actions have an estimated value of $356 million (inclusive of options) and include five (5) incumbent contractors: BAE Systems Technology Solutions and Services Inc., Computer Science Corporation, Teledyne Solutions, Inc., DMD, L.L.C., L-3 Systems Company. The period of performance will be for 12 months with options up to an additional 12 months, for a total period of not more than twenty-four (24) months. These efforts will be transferred to competitively awarded MiDAESS contracts as fast as reasonably practical. These proposed acquisitions are pursuant to the authority of FAR 6.302-1. The Agency intends to issue periodic updates on the MiDAESS acquisition within the next few months.
