- The State Department has a requirement to provide the following services in support of the Bureau of international Security and Nonproliferation Office of Export Control Cooperation (ISN/ECC): Training on all areas of a comprehensive export control system, including licensing procedures and practices, government outreach to industry, border control inspection/detection, cargo targeting, dual-use controls and controls over intangible transfers of technology, commodity classification; Support for Multilateral conferences and training seminars to facilitate regional cooperation and share common experiences on export/border control reform; Consultations on improving the legal/regulatory framework and other aspects of a comprehensive export control system; Country assessment and analysis support; Information technology support services, such as TRACKER and web development. This is a multiple award indefinite delivery/indefinite quantity (IDIQ) contract. Specific tasks and/or work to be performed will be detailed in individual task orders issued under this IDIQ contract. The resultant contract will have a base year and four one-year option periods. Offerors may submit questions or clarification requests until Friday August 22, 2008, 2:00 PM, EDT, to carterja@state.gov. Questions and answers will be posed as an amendment to the solicitation. Proposals are due Monday September 8, 2008, 3:00 PM. EDT.
