- Description
- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation FA4877-08-Q-0512 is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-26. (iv) This procurement is being issued as a 100% SMALL BUSINESS set-aside under NAICS code 334220 and small business size standard of 750 employees. (v) The Contractor shall provide a GPS/WiFi-based RFID solution consisting of the following: LINE ITEM 0001 - (1,000 EA) WiFi Location Tags, w/on-board GPS chipset, batteries included; LINE ITEM 0002 - (1 EA) Tag Activator/Tag Management Software and 110/220v to 5v adaptor, if necessary for tag deployment and management, and said deployment and management is not handled by software currently in place at AMARG; LINE ITEM 0003 - (1 EA) Base License for a minimum of 2,500 tags, LINE ITEM 0004 - (1 EA) Software and hardware sSet-up/installation/training at site; LINE ITEM 0005 - (1 EA) Annual Standard Support and Maintenance. Prices to include all applicable taxes and delivery charges. (vi) IMPORTANT: The following characteristics are required: a) Tags/system must use MAC address or other globally unique identifier other than IP address for identification of the tags; b) Must use GPS to calculate location within 50 feet and be able to leverage existing 802.11 (standard Cisco) infrastructure to communicate that information; c) Must be able to transmit using both WiFi 802.11 and WhereNet 802.11 frequencies (comply with the ISO/IEC 24730-2 Mode). TDOA or RSSI locate capability utilizing ISO/IEC 27430-2 Mode must be enabled for use at other Air Force locations within the standard location architecture; d) Be able to transmit GPS coordinates in "real time" to any Air Force database or web server; e) A minimum of 2-year battery life for tags, and may utilize movement sensor and ‘sleep' mode if needed to attain this standard; f) Batteries must be replaceable; g) Tag must be able to warn user of low battery power; h) Case must be waterproof and be able to withstand desert extremes of heat and cold (minimum temperature range 0-150 degrees F); i) Any back-end software must use standard "Simple Object Access Protocol" (SOAP) or newer protocol, and be able to store data in such a way as to be easily accessible by link to other databases, applications, or web servers; j) Flexible software licensing agreements; k) Must be able to use CISCO or Aruba Access points to transmit location coordinates; l) Must be FCC certified; m) Must have the ability to adjust the blink rate; n) Delivery of 1,000 tags within 2 months of contract award; o) Minimum 1-year warranty. (vii) Place of delivery: AMARG, Central Receiving, 4860 S. Superior Ave, Davis-Monthan AFB, AZ 85707. F.O.B. Destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial applies to this acquisition. (ix) The provision at 52.212-2, Evaluation -- Commercial Items applies. Quotes will be evaluated on price. (x) Offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. (xi) Clause 52.212-4, Contract Terms and Conditions, Commercial Items, applies to this acquisition. (xii) Clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders--Commercial Items, to include 52.219-6-Notice of Total Small Business Set-Aside, 52.222-3-Convict Labor, 52.204-9-Personal Identity Verification of Contractor Personnel. 52.232-33-Payment by Electronic Funds Transfer--Central Contractor Registration, 52.247-34--F.o.b.- Destination, 52.222-19-Child Labor-Cooperation with Authorities and Remedies, 52.222-36--Affirmative Action for Workers With Disabilities, 252.232-7003 "Electronic Submission of Payment Requests", applies to this acquisition.
