- This is a Sources Sought Notice only. This is not a request for proposal. The intent of this synopsis is to determine interest, capabilities and qualifications of potential small businesses in performing various Design-Build and Design-Bid-Build construction services as a PRIME contractor in support of the Guam Military build-up initiative. Therefore, responses to this Sources Sought Notice are desired from small businesses only and will assist the Government in making the appropriate acquisition decisions for the planned procurements. This is not an announcement of availability of a solicitation. Planned procurements include primarily Military Construction (MCON) or Government of Japan funded military construction projects involving new construction and repair and alteration of waterfront/marine facilities (including piers and wharves), aviation facilities (including hangars and aprons), medical clinics, and facilities projects (including bachelor quarters/ dormitories, office buildings, warehouses, site utilities, and multi-function/purpose buildings). The primary locations for these projects are in Hawaii and Guam, U.S.A., and may include work in the Commonwealth of the Northern Marianas Islands (CNMI). Award of fixed-price Design-Build and Design-Bid-Build construction contracts are anticipated. Estimated timeframes for synopsis release for each of the prospective construction contracts are not currently available. Contractors, its subsidiaries or affiliates that design or prepare specifications or perform construction oversight for a construction project cannot provide (or be awarded) the construction contract(s) for the same project. Interested firms are encouraged to respond to the Government's market survey questionnaire by downloading the associated market survey questionnaire form on the NECO website at http://www.neco.navfac.navy.mil. Please limit your market survey response to 10 pages. Response must be submitted via email in Microsoft Word to: GuamDPRI@navy.mil by 2:00 p.m. Hawaii Standard Time on 15 September 2008. This market survey is for informational and planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for the requested information. The Government will not provide a debriefing on the results of this survey nor will respondents be contacted regarding information gathered. No basis for claim against the Government shall arise as a result of this sources sought notice or Government use of any information provided.
