Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). All prospective quoters are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. The solicitation number is N00604-08-T-0325. This solicitation is being issued as a Request for Quotations (RFQ) for a Firm Fixed Price (FFP) contract and incorporates provisions and clauses in effect through FAC 2005-26 and DFARS Change Notice 20080722. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 532490 and the Small Business Standard is 6.5 Million. This is a 100% Small Business Set-Aside. The Regional Contracting Department, Pearl Harbor, Hawaii requests responses from qualified sources capable of providing: CLIN 0001, two (2) each skid mounted industrial air compressors rated at 1000 cubic feet per minute (CFM), CLIN 0002, three (3) each skid mounted industrial vacuum loaders, CLIN 0003 on-site 24/7 repair technician if unit(s) become inoperable at any time during the rental period. Technicians shall be on call and shall be on-site within four (4) hours of initial trouble call. Please note attached performance work statement for a detailed description. Delivery is on or before 15 August 2008 -15 April 2009; Delivery Location is Pearl Harbor Naval Shipyard and IMF, 667 Safeguard St. Pearl Harbor, HI 96860-5033. l. In the case of property rented at a monthly rental rate, the rent shall begin with respect to such property at the beginning of the term of this lease, and shall continue to the date on which this lease expires or is terminated with respect to said property; and rent accruing during the month of delivery of any property and the month of return of any property to the Contractor shall be prorated on the basis of a thirty day month. No rent shall accrue with respect to any property furnished by the Contractor which the Contracting Officer determines is not of satisfactory quality or in good operating condition, under the terms of the clause entitled "Condition of the Rented Property", unless and until such property is replaced or the defect or defects are corrected. No rent shall accrue with respect to any property during any period when such property is unserviceable or during any period when such property is unusable as a result of the failure of the Contractor to render services in connection with operation and maintenance of the equipment as hereinafter required. RESPONSIBILITY FOR RENTED PROPERTY (AUGUST 2008)Except for reasonable wear and tear, the Government agrees to return the rented property in as good condition as when received, provided, however, if the rented property is operated by an employee of the contractor, the Government shall not be liable for damage to the rented property incident to such operation.REVIEW OF AGENCY PROTESTS (FISCPH) (AUGUST 2008)(a) The contracting activity, Fleet and Industrial Supply Center, Pearl Harbor (FISCPH), will process agency protests in accordance with the requirements set forth in FAR 33.103(d). (b) Pursuant to FAR 33.103(d)(4), agency protests may be filed directly with the appropriate Reviewing Authority or a protester may appeal a decision rendered by a Contracting Officer to the Reviewing Authority. (c) The Reviewing Authority for FISCPH is the Deputy Director, Regional Contracting Department (Code 200A), Fleet and Industrial Supply Center, Pearl Harbor, at 1942 Gaffney Street, Suite 100, Pearl Harbor, HI 96860-4549. Agency procurement protests should clearly identify the initial adjudicating official, i.e., the Contracting Officer or Reviewing Official. (d) Offerors should note this review of the Contracting Officers decision will not extend GAOs timeliness requirements. Therefore, any subsequent protest to GAO must be filed within 10 days of knowledge of initial adverse agency action. Procedures in FAR 13.106 are applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors - a combination of lowest price technically acceptable and delivery date.
