- NASA/KSC has a requirement for Volume License Agreement for Windows and Macintoshbased LabVIEW applications and other analysis tools as follows:. SSP Maintenance Renewal for LabVIEW FDS, Quantity 8 EachSSP Maintenance Renewal for LabVIEW PDS, Quantity 4 EachMaintenance Renewal for NI Vision Development Module, Quantity 1 EachMaintenance Renewal for LV Developer Suite with RT, FPGA, DSC, Quantity 1 EachMaintenance Renewal for LV Developer Suite with RT, FPGA, DSC, Quantity 1 EachMaintenance Renewal for LV DSC Module, Quantity 1 EachMaintenance Renewal for LV Developer Suite Core, Quantity 1 EachNI Volume License Manager, Quantity 1 EachNI Developer Suite withLabVIEW PDS, LabWindows/CVI, Measurement Studio, Signal Express,and LabVIEW & LabWindows/CVI add-on tools, Quantity 1 EachFPGA Option for NI Developer Suite, Quantity 1 EachReal-time Option for NI Developer Suite, Quantity 1 EachNI Developer Suite Industrial Monitoring Option, Quantity 1 EachLabView WIN P License for Multi-User Agreements, Quantity 1 EachSSP for Multiple Users for LV FDS license, Quantity 1 EachLabView WIN Professional development System for Multi-user, Quantity 1 EachSSP for Multiple Users for LV PDS license, Quantity 1 EachNASA/KSC intends to purchase these items from National Instruments 11500 N. MopacExpressway, Austin, TX 78759-3504 for the following reasons:National Instruments is the only supplier of the Volume License Agreement for the LabVIEWsoftware. LabVIEW is used to support current applications (those in development andthose deployed to operations) for Command & Control projects, R&D projects,Instrumentation projects, and Shuttle systems.LabVIEW is required for thecompatibility, maintainability and sustainability of these applications. LabVIEW isrequired for compatibility with all the National Instruments data acquisition and controlhardware that KSC has previously purchased. National Instruments is the only knownsource that can provide this product. The Government intends to acquire a commercial item using FAR Part 12. See Note 26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 19, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.All responsible sources may submit an offer which shall be considered by the agency.Oral communications are not acceptable in response to this notice.An Ombudsman has been appointed.
