- This is a notice of intent from the Naval Research Laboratory (NRL) to contract with Spectra Analysis, Inc. at 257 Simarano Drive, Marlborough, MA, 01752-3070 on an other than full and open competitive basis. The contractor shall provide a DiscovIR-GC Infrared Spectrophotometer Detection System, including rotary backing pump and controllers, DiscovIR data station comprised of Windows PC with Spectra Analysis control and data reduction software, spectroscopy and chromatography software, on-site installation, basic operator training, and warranty. Delivery shall be no later than October 15, 2008. This is not a solicitation. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
