- ****************************ONLY Contact Betsy Anderson/DFS for this Synopsis atElizabeth.s.anderson@nasa.gov or via fax at 256-544-4401***************************************************NASA/MSFC has a requirement for FOAMAT Qualification system.NASA/MSFC intends to purchase the items from Eurotech Distributors, Inc on a sole sourcebasis for the following reasons:1.The Thermal Protection System (TPS) development efforts at MSFC require that anautomated system be utilized for the uniform measurement of physical parameters ofcryogenic insulation materials. Personnel involved in this effort are experienced withthe use of older versions of the FOAMAT foam testing equipment. 2.FOAMAT Foam testing equipment is currently being utilized at MSFC to study theperformance of cryogenic insulation systems. Cross functionality of MSFC personnel, aswell as continuity of the information base-line will be enhanced through the use of thesame manufacturer of laboratory testing equipment in multiple locations. 3.Baseline processes developed with existing FOAMAT equipment at MSFC facilitieswill be utilized to assist with the development of replacement materials and processes. The utilization of similar systems will reduce the variation of these comparisons,reducing the amount of effort needed to ensure comparable results, and thereby reducingthe overall cost of this effort.4.Eurotech Distributors, Inc. is the exclusive supplier of the FOAMAT equipmentfor the North America market.5.An internet search of foam qualification equipment revealed only the FOAMATequipment being utilized for the intended purpose.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Betsy Anderson/DFS no later than 12:00 p.m. CST on 08/11/2008. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
