Description
On or about 20 Aug 2008, The NAVAL FACILITIES ENGINEERING COMMAND, MID-ATLANTIC, ACQUISITION DEPARTMENT, 9742 MARYLAND AVENUE, NORFOLK VIRGINIA 23511-3095 will issue an Invitation For Bid for the Design/ Bid/ Build construction of Building 1 Luce Hall Naval War College at Naval Station Newport, Newport, Rhode Island. The solicitation will close on or about 23 September 2008 and Bids will be opened on or about 23 September 2008. 2:00 PM (EDT). Completion of work: All work must be completed and ready for use no later than 380 calendar days after notice to proceed. This solicitation is RESTRICTED TO SMALL BUSINESS PARTICIPATION. See Obtaining Solicitation Documents below. The North American Industry Classification System (NAICS) Code for this project is 236220 with a size standard of $31M. The Contractor will be competitively chosen using a Sealed Bid Selection procedure in accordance with FAR PART 14 and 36. Project Description: The contractor will provide all labor, supervision, tools, materials, equipment, transportation, and management necessary to renovate the interior of Luce Hall, remove the existing partial sprinkler system and install a new sprinkler system covering all four floors and the attic. The architectural work involves the relocation of interior staircases, the relocation of existing lavatories and the upgrading of the interior finishes. Asbestos, lead and hazardous material (PCB) abatement is required on all four floors of the structure. Plumbing will include the installation of new lavatories and the replacement of all the domestic water, sanitary and vent piping within the building. The Mechanical work will involve the removal of all the existing mechanical systems, which consist of baseboard radiation. The existing steam plant within the building will remain in the basement. The new system will consist of a floor mounted fan coil unit which will provide both heating and cooling to the building. The estimated construction cost of this project is between $ 1,000,000 and $ 5,000,000 dollars. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. A contract award will be made with reasonable promptness to the responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation. **This contract will have bid options. Options may be exercised 90 days after contract award. OFFERORS ARE ADVISED AN AWARD IS ANTICIPATED WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE BIDS RECEIVED.
