Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-036-4384-08 is issued as a request for quotations and incorporates provisions and clauses that are in effect through FAC 2005-24. This procurement is a total small business set-aside. The NAICS code applicable to this acquisition is 334519. For a company to qualify as a small business, the small business size standard is 500 employees. USDA ARS has a requirement for a textile particle measuring instrument. Critical characteristics of this equipment are as follows. This system must be capable of measuring individual long slender particles in an air stream using cameras, pulsed lasers, illumination optics and detectors for non-destructive testing. This instrument must make multiple high resolution measurements on these particles to determine mean diameter, length, diameter histograms, length histograms, opaqueness, and measurement statistics. This instrument must have the ability to measure fiber diameter and fiber length respectively with the potential to independently perform these measurements simultaneously with the addition of a second camera. In this configuration, the second camera would be operated from the same PC. Images could then be acquired simultaneously and analyzed together. The fiber diameter measuring system must produce high magnification shadowgraph images of the fibers as they pass by the measurement volume. High contrast images would allow measurement of the fiber thickness down to 3.5 microns. The lower limit for diameterer measurements would be 3.5 microns ranging to 25 microns. In order to obtain length measurements a second set of lens would be placed on the camera, the upper limit for the fiber length would be approximately 2.5 inches. For diameter and length, the components in the system must be configured onto a rail for a high magnification system. The rail would be 750 mm long with a laser head and diffuser at one end and camera at the opposite end. The laser head would connect to a power supply. For the high magnification the camera is smaller than the lens attached to it. For low magnification a regular photographic lens would be utilized. Camera and laser must be connected for timing and data to the host PC. This instrument must include software for synchronization and control of systems components, data acquisition, processing and analysis. Quoted price should include installation and on site training. Two copies of descriptive literature showing that the offered equipment meets all specifications must accompany the quotation. Delivery time is 30 days ARO. Equipment price should be FOB Clemson, SC. Quoted price must include delivery costs. The government anticipates award of a contract resulting from this solicitation to the responsible offeror whose offer conforming to the specifications will be most advantageous to the Government. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. Please note on your proposal if you will accept a government purchase (VISA) card. This solicitation incorporates the following FAR clauses, provisions and addendums: 52.204-7 Central Contractor Registration; 52-212-1 Instructions to Offerors-Commercial Item; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. In paragraph B of 52.212-5, the following apply: 52.219-6 Notice of Total Small Business Set Aside and 52.225.13 Restrictions on Certain Foreign Purchases. Also applicable are 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration and 52.233-4 Applicable Law for Breach of Contract. All sources wishing to provide a quotation must respond by 1:00 PM EDT, August 15, 2008. Quotations should be addressed to USDA Agricultural Research Service, 950 College Station Rd, Athens, GA 30605-2720 (or POB 5677, Athens, GA 30604-5677). The Government shall award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government per FAR 13.106-2. Responses shall include technical specifications, descriptive material, literature, brochures and capabilities of the offerors equipment. Offerors shall identify where the offered item meets or does not meet each of the Government’s functional and performance minimum specifications listed herein. Offeror shall include references of three firms for which similar equipment was provided. The anticipated award date is August 18, 2008. All responsible sources may submit a quotation which shall be considered by the agency.
