- The United States Coast Guard (USCG), intends to award a sole source purchase order with Teledata Marine Systems LLC, at 245 Main Street, suite 390, White Plains, New York 10601 for 162 user licenses for access to the comprehensive e-learning course covering LNG Shipping and Cargo Operations. Access to this course would allow the USCG to enhance the knowledge and understanding of LNG cargo operations for anyone involved in the LNG trade. Access will be specifically utilized for any USCG member who conducts examinations on gas carriers, LNG facility inspections, investigations of LNG ship casualties, as well as those members at USCG District, Area, and Headquarters billets responsible for LNG policy development, compliance oversight, and gas carrier training and qualification. In addition, access will be utilized to enhance USCG response capabilities to distress situations dealing with gas carriers. The resulting contract will be a firm-fixed-price purchase order. Solicitation is being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1(b)(1). The proposed contract action is for a product for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. The Government will not be responsible for any cost incurred in preparation of proposals.
