Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION ARE NOT AVAILABLE. The solicitation number is 1047530-08-DH. This acquisition is issued as a request for quotation. This requirement is for the renewal of maintenance for the following HPLC Systems: 0001, 740000810 – Waters Software Premier Plan Personal, QTY -17; 0002 TAP603779 – TAP 2690/2695 separations Mod (1PM), QTY 14; 0003, TAP603618, TAP 717 Injector (1 PM), QTY 2; 0004 TAP602186 – TAP 600 FLUIDICS (1pm), QTY 2. Refer to the attached Scope of Work for specifications/description of requirements. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-23. The associated NAICS code is 423850. The small business size standard is 500 employees.. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at this address: www.acqnet.gov. The provision 52.212-1, Instructions to Offerors-Commercial applies to this acquisition. Offerors should complete their representation and certifications at Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov. The Food and Drug Administrations requests responses from qualified sources capable of providing these services in accordance with the statement of work. FAR provision 52.212-2, Evaluation-Commercial Items applies. Technical factors will be how the product conforms to the statement of work. Offerors may include any warranty provisions and site licenses as applicable for quotations. FAR Provision, 52.212-3. Offeror Representations and Certifications applies, if the contractor is not registered in ORCA, the vendor shall complete and submit with offer. FAR Clauses 52.212-4 and 52.212-5 apply. The FAR clauses cited in the clause are applicable to this acquisition: 52.219-28, 52.222-3, 52.222-21, 52.222-26, 52.222-36, 52.222-50, 52.225-13, 52.232-33, and 52.239-1. Contractor unit prices, when incorporated into a Government contract, will be released under the Freedom of Information Act (FOIA) without further notice to the contractor submitter. If the Contractor takes issue with the release, it should submit its proposal data with the appropriate legends and explain in detail why such data cannot be released as a public record under the Freedom of Information Act. Section 508 The contractor shall provide paperwork, called a Voluntary Product Accessibility Template (VPAT), regarding the 508 Compliance status of the product(s) at the same time the bid is offered.
