- HSCG87-08-B-643406 – Repair Heating Systems at U.S. Coast Guard Housing, Homer, Alaska. The intent of this project is to repair the heating systems in four housing buildings at the United States Coast Guard Housing Area in Homer, Alaska. Each of the four housing buildings has two ground-floor units where work will occur; eight units in total will be repaired. The current heating system is a single-loop, boiler heated, hot water fin tube hydronic system. Each unit has an independent loop controlled by a single thermostat. The loop is fed from a central boiler room via copper tubing imbedded in the concrete slab-on-grade floor. The imbedded piping has begun to show signs of failure and will be replaced with in-wall piping. Work includes: installing a new in-wall piping heating loop in each housing unit (standard wood frame exterior walls and furred out foundation walls); disconnecting the existing fin tube heaters from the in-slab loop and connecting them to the new in-wall loop; replacing the covers for the existing fin tube heaters; converting the existing heating water system to a glycol system; patching all areas of demolition; and painting and finishing to match existing conditions. Each unit has a bedroom with an improperly sized fin tube heater; each of these shall be replaced with a new, larger fin tube heater and new cover. In 3 of the units, temporary repair piping has been mounted on the unit walls. This shall be demolished and disposed of. The estimated start work date is early to mid-October 2008, with a performance period of 90 calendar days. The estimated cost range is between $100,000 and $250,000. See the solicitation for bonding requirements. Award of this project is contingent upon availability of funding. This project is being advertised as a 4th fiscal quarter FY2008 project with award anticipated prior to 9/30/08 if sufficient funding is available. However, award may be delayed until 1st fiscal quarter FY09 (period beginning 10/01/08) funding becomes available. This procurement is issued as a 100% small business set-aside. The North American Industrial Classification System (NAICS) Code is 238220 and the applicable size standard is $13.0 million dollars in annual receipts for the past three years. All responsible small businesses may submit a bid. This solicitation will not be issued in paper form.
