Description
SYNOPSIS ONLY: The North Carolina Air National Guard (NCANG) and the USPFO for North Carolina has a requirement to “Construct Air Traffic Control Facility” (ATC Facility), Project Number WEFM069122. This is an unrestricted project. The contractor will be required to furnish all materials, equipment, labor, and permits necessary to perform work as outlined in the project drawings and specifications. The scope of this project includes, but is not limited to, establishment of site entry, clearing and grubbing, grading of building sites, grading and paving of maneuver and parking areas, extension of site utilities, and the construction of three buildings. The ATC Facility is a 10,512 square feet (SF) (976 square meters (SM)) building, with a 5,991 (SF) (556 (SM)) first floor and a 4,521 (SF) (420 (SM)) second floor. The facility has two stories and a double height area. The facility construction consists of a steel structure, brick on concrete masonry and cold-formed metal framing exterior walls, gypsum board on metal stud interior walls, concrete floor slab on grade and concrete on metal floor deck, aluminum window and glazing system, and metal roof framing with thermoplastic membrane roof. Space conditioning will be accomplished with the use of unitary HVAC systems. Electrical, telecommunications, fire protection, and plumbing systems as specified to provide a complete and useable facility. The RAPCON Facility is a 1,360 square foot (SF) (126 square meters (SM)) one story building. The facility construction consists of brick on load-bearing concrete masonry exterior walls, gypsum board on metal stud interior walls, concrete floor slab on grade, aluminum window and glazing system, metal roof framing with standing seam metal roof. The Storage Facility is a 9,000 (SF) (836 (SM)) one story pre-engineered metal building with split-faced brick low walls on two elevations and concrete floor slab on grade. HVAC, electrical, telecommunications, and fire protection as specified to provide a complete and useable facility. The project also consists of three(3) Additive Bid Items (ABI): ABI No. 1, Provide entrance drive and exterior lighting, ABI No. 2, Provide parking and lighting, ABI No. 3 Provide paving at RAPCON entrance drive. The submission of a bid by a contractor shall be accepted as prima facie evidence that they have examined the job and specifications and are satisfied as to the nature, location and scope of work and cost thereof under this contract. An on-site inspection of the construction area may be requested by contacting LtCol Greg Walters or Maj Tim Moran, Project Engineers, at (704) 391-4329 during business hours of 0800-1500, Monday through Friday. Failure of the contractor to acquaint himself/herself with all available information including a physical survey of the proposed construction site, will not relieve him/her from successfully performing all the required work in the plans and specifications to complete a finished and acceptable job. The above outlines the principle features of the work and in no way limits the responsibility of the contractor to perform all work and furnish all tools and labor required by the specifications referred to herein. The project is located at the North Carolina Air National Guard, Albemarle-Stanly County Airport, New London, NC. The completion time for this project is 365 calendar days from receipt of notice to proceed letter. The official request for information should refer to Invitation for Bid, IFB, W91242-08-B-0001, “CONSTRUCT AIR TRAFFIC CONTROL FACILITY”, Project Number WEFM069122. The solicitation will be available fifteen (15) calendar days from the date of the publication of this announcement. The solicitation closing date and times will be identified in the solicitation. All information, amendments and questions concerning this solicitation will be electronically posted at the following web page: http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. In accordance with the Federal Acquisition Regulation (FAR) Clause 52.204-7, any contractor doing business with the Government must be registered through the Central Contractor Registration at http://www.ccr.gov/ or by contacting the CCR Information Center at 1-888-227-2423 prior to submitting a bid. All responsive offers from responsible offerors will be considered. The Standard Industrial Code (SIC) is 1542 and North American Industry Code Systems (NAICS) is 236220. The small business size standard is $31.0 mil. The successful contractor will perform a minimum of 12% of the contract with its own employees not including the cost of materials; reference FAR Clause 52.236-1, “Performance of work by the Contractor”. In accordance with FAR 36.204, Magnitude of cost: between $1.0 and $5.0 million. Specifications and Drawings will be available from the Federal Business Opportunities (FedBizOpps) website at https://www.fbo.gov/. Interested bidders shall register on the FedBizOpps website to access and download the specifications and drawings associated with the referenced project. Registration information is available on the FedBizOpps homepage. No telephone requests will be accepted. All inquiries must be in writing, preferable via email to the persons specified in the solicitation. No telephone requests will be accepted. The official plans and specification are located on the official government web page and the Government is not liable for information furnished by any other source. Interested bidders are required to submit their representations and certifications on-line at http://orca.bpn.gov. This will normally be the only method of distributing amendments prior to closing; therefore, it is the offerors responsibility to check the website periodically for any amendments to the solicitation.
