- Fifteen days after publication of this notice, the Defense Advanced Research Projects Agency (DARPA) intends to issue a purchase order to Mr. Stephen Welby in support of the Director’s Office (DARPA DIRO) relative to both DARPA classified and unclassified programs. Mr. Welby is the only known source with the in-depth knowledge and experience in multidisciplinary technical assessment and engineering evaluation of complex developmental efforts in space technology, unmanned systems, network centric systems, advanced weapon concept and sensor exploitation capabilities. Mr. Welby has unique experience with tactical and strategic weapon systems capabilities, service operational concepts, emerging threats, science and technology program development and execution, cost schedule and performance assessment and policy assessment and development. Mr. Welby is uniquely qualified to provide the required services due to his technical expertise and extensive past experience with DARPA’s space, network weaponry and Unmanned Aerial Vehicles. In addition, access to classified material is required. This announcement is not a request for proposals or an RFP of any kind.
