Description
The Marine Corps Systems Command intends to negotiate on a sole source basis with BAE Systems, Land and Armaments LP, Ground Systems (BAE), York, PA a follow-on contract for Technical, Engineering and Management Services (TEAMS) in support of the Assault Amphibious Vehicle (AAV) Family of Vehicles (FOV). This requirement entails the procurement of TEAMS support for the AAV FOV and other combat vehicles and equipment as assigned by the Program Manager Assault Amphibious Vehicle Systems (PM AAVS). The Contractor shall support the full scope of the contract, inclusive of coordinating TEAMS and Foreign Military Sales (FMS). The Contractor shall be responsible for providing TEAMS support to the PM AAVS at the Marine Corps Systems Command, Quantico, VA; the Marine Corps Logistics Command, Albany, GA and other Marine Corps activities as necessary. TEAMS support includes the following: -Systems Engineering: To include design/production engineering, engineering analysis, quality management, configuration management, value engineering, reliability and maintainability, systems safety, logistics, system integration and test and evaluation. -Program Management: To include cost estimating, planning, scheduling, document preparation and on-site representation at Government or Contractor facilities, as directed. -Facilities: To include a TEAMS field service facility to support the overall program management, engineering and logistics efforts as well as fabricate, maintain, store, exercise and test GFI, GFE and GFM utilized with the overall TEAMS effort. Also includes a Contractor program office to be located within fifty (50) miles of Quantico, VA, which provides suitable storage capabilities, conference rooms (20+), network interface with PM AAVS and any necessary equipment for the performance of the TEAMS requirement. -Field Service Support: To include modification/maintenance of the master configuration vehicles provided as GFM and on-site technical representation as needed. Field service support shall be provided at Government operational vehicle sites, depot maintenance facilities, other contractor facilities and the TEAMS field service facility, as directed. Operational sites include, but are not limited to, Camp Pendleton and Twentynine Palms, CA; Camp Lejeune, NC; Okinawa, Japan; Hawaii and various Reserve component locations. -Concept Exploration: To include prototyping, developing, production, procurement, kitting and fielding of components, subsystems and assemblies for the AAV FOV program. The Government anticipates award of a Cost Plus Fixed Fee (CPFF) contract, with a period of performance of one (1) base year and four (4) option years. The proposed acquisition is directed to BAE pursuant to 10 USC 2304(c )(1), as implemented by FAR 6.302-1(a)(2)(iii). Only BAE, the incumbent TEAMS Prime contractor and original equipment manufacturer, has the requisite corporate knowledge, technical expertise and facilities necessary to satisfy the Marine Corps requirement. Additionally, no TDP exists for the current RAM/RS configuration of the AAV FOV. Only BAE possesses the knowledge and expertise to effectively nest the individual drawings that comprise the ECP. This notice of intent is not a request for competitive proposals; however interested parties may identify their interest and capability to respond to the requirement. Oral communications are not acceptable in response to this notice. A written response must include evidence of the respondents ability to support the proposed requirement. Interested parties with the capability of meeting the proposed requirements are requested to provide an E-mail to the MCSC point of contact, Mr. Paul Rogers, (paul.rogers@usmc.mil) not later than 1400 (2:00 p.m. EST) August 15, 2008 expressing interest and outlining their capabilities and qualifications to perform the effort. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
