- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation System (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined synopsis/solicitation is issued as a sole source RFQ under solicitation number W58RGZ08Q0436. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26 effective 12 June 2008 and Defense Federal Acquisition Regulation Supplement (DFARS) Document Change Notice (DCN) current to 20080513. This procurement is being conducted pursuant to Federal Acquisition Regulation (FAR) 6.302-1 for other than full and open competition to Carleton Life Support Contractor, 2734 Hickory Grove Road Davenport, IA 52804. The associated North American Industrial Classification Systems (NAICS) code for this procurement is 541380. Offerors must be registered in Central Contractor Registration (CCR). This acquisition is firm-fixed-price. This requirement shall provide prepressurization restoration, functional checks and safety certifications of the following: Six Liquid Oxygen Converters, part number:29073D2, and Six Portable walk around oxygen bottles, part number 1651600-1. REQUIREMENT DESCRIPTION: 1.0 PURPOSE: Engineering Services to restore and functionally check oxygen components removed from a salvaged C-27A aircraft in support of JCA Live Fire Test & Evaluation (LFT&E). Contractor shall certify the components are safe for servicing and pressurization up to the maximum certified liquid oxygen quantity and pressure. Upon completion equipment shall be shipped to W4QV USAG Aberdeen PG, Gadsden Road BLDG 3660, Aberdeen Proving GRD MD 21005-5001. All SOW tasks shall be completed NLT 30 September 2008. The performance place is: (Carleton Life Support Systems Inc. 2734 Hickory Grove Road Davenport, IA 52804). The provision at FAR 52.212-1, Instructions to Offeror Commercial items applies to this acquisition. The offeror must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certification Commercial Items, and Defense FAR Supplement (DFARS) 252.212-7000, Offeror Representations and Certification - Commercial Items, with its proposal. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, FAR 52.246-4 Inspection of Services -- Fixed-Price, and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, apply to this acquisition. Applicable clauses under FAR 52.212-5 are: 52.233-3, 52.233-4, 52.219-6, 52.219-28, 52.222-3, 52.222-21, 52.222-26, 52.222-36, 52.222-50, 52.232-33, 52.222-41, 52.222-42 (23023 Aircraft Mechanic III equivalent to WG-8852-11/2 at a rate of $22.19), 52.222-53. Applicable clauses under DFARS 252.212-7001 are: FAR 52.203-3, 252.232-7003 and 252.243-7002. DFARS 252.209-7001 applies to this acquisition.
