Description
Reduced Hazard Training Ammunition (RHTA) NAICC 332992. This is an unrestricted procurement. The FLETC anticipates awarding multiple Indefinite Delivery/Indefinite Quantity contracts for various calibers and gauges of small arms rounds for the Department of Homeland Security, including but not limited to: (Offerors will have the opportunity to submit offers on one or more calibers/guages.) Frangible:.357,.45 ACP (Auto),.40 S&W, 9MM(9x19), 10MM, 12 GA #00 Buck, 12 GA #4 Buck,.308 CA(Win),.223 AND.45 GAP, 12 GA #00 Buck, 12 GA #4 Buck, 12 GA #7 Shot,.380,.223 Unjacketed,.223 Jacketed,.308) To be acceptable under this solicitation, RHTA shall utilize components that minimize the hazards to personnel and the environment. The ammunition and all of the component parts shall be free of Lead and the other top ten substances listed on the 2007 CERCLA Priority List of Hazardous Substances. In addition, any and all ammunition components shall not cause the Action Levels (AL) or the Permissible Exposure Limits (PEL) as established by the Occupational Safety and Health Administration (OSHA 29 CFR 1910.1000) to be exceeded in a training environment. Either of these conditions shall be cause for disqualification and/or rejection at the discretion of the FLETC. All RHTA and component parts shall be designed to minimize the generation of hazardous waste. All RHTA proposed for delivery must have the Material Safety Data Sheet pre-approved by the FLETC prior to shipment and delivery. Reloaded ammunition/recycled components are unacceptable. Ammunition offered must perform in all brands of law enforcement weapons without requiring alterations or damaging such weapons. All rounds proposed for delivery must have a Material Safety Data Sheet listing ALL components of the round submitted with the offer. Base contract(s) of 12 months and four 12-month option periods (if exercised) are projected to begin o/a the first quarter of FY09, and the solicitation incorporates an economic price adjustment clause which may affect increases and decreases in the proposed unit prices. Resultant contracts will be available for ordering authorization for all Department of Homeland Security organizational elements and shall have a total maximum value of $30,000,000 per contract year with a 10,000 round guaranteed minimum per contract. The FLETC will not be responsible for any costs associated with the preparation of responses to this solicitation. The solicitation is published and distributed through the GSA FBO (website www.fbo.gov) and hardcopies of the solicitation document will not be provided (the FBO website provides downloading instructions). It shall be the responsibility of any prospective offeror to: ask questions/request any clarifications needed before August 8, 2008, monitor the FBO website for the release of any amendments to this solicitation and download their own copies of the documents. All offerors must be registered in the CCR database (www.ccr.gov) to receive awards.
