Description
This request for information is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. This publication constitutes a Request for Information (RFI) and no formal Request for Proposals (RFP), solicitation, and/or additional information regarding this request will necessarily be issued. In accordance with Federal Acquisition Regulations paragraph 15.201 (e.), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This is not a commitment to fund any effort submitted in response to this request. The Government will not reimburse any costs associated with the development and submission of materials in response to this request. This Sources Sought Announcement issued by NSWC solicits industry Sources to express their capability. 1.PURPOSE: This is a Request for Information (RFI) in support of a strategic planning initiative being conducted by the Naval Gunnery Project Office (PEO IWS 3C). The purpose of this RFI is to request assistance from industry in identifying potential technology approaches to solve or mitigate performance shortfalls or reduce acquisition cost of current and future naval gunnery systems. 2.BACKGROUND: The PEO IWS 3C strategic planning initiative is an internal government effort to optimize current and future naval gunnery programs. Naval gunnery systems range in size from 155mm to 25 mm and include their associated fire control, fire direction, and mission planning systems. The planning effort addresses the functional areas associated with naval gunnery for the near term (2009- 2014), mid term (2015-2019), and far term (2020-2030) timeframes. The objective is to identify possible technology approaches to solve or mitigate identified performance shortfalls or reduce acquisition costs of current and future naval gunnery systems. Technologies of interest are listed below. This list is not all-inclusive; responses may include other relevant technologies. a)Technologies to extend the range of current and future systemsb)Technologies to increase accuracy for both direct and indirect fires - Guidance technologies of interest include gun-hardened seekers, advanced GPS, and non-GPS solutions.c)Technologies to increase lethality without increasing collateral damaged)Technologies to increase volumes of fire from naval surface combatantse)Technologies to allow compliance with Insensitive Material guidancef)Manufacturing technology or process changes to reduce the cost of systemsg)Materials or coating technologies to reduce weight, volume or cost of systemsh)High-density packaging approaches to increase reliability and reduce cost of projectile electronicsi)Technologies to reduce manning of current and future systemsj)Technologies for open computing systems or to increase interoperability with other surface combatant systemsk)Technologies to increase commonality between naval gunnery systems or systems of other servicesl)Modular construction or other technologies to reduce cost of future systemsm)Command and Control Technologies for sensor-to-shooter, including in-flight retargetingn)Technologies to expand the current land attack and ASUW target sets including moving targetso)Non-lethal technologies applicable to naval gunnery systems 3. RESPONSE INSTRUCTIONS: Responses should be top-level summary information of each technology option. Current schedule, any demonstrated performance values, and Technology Readiness Level should be indicated. Responses may be classified up to Secret. Additional security restrictions (e.g., NOFORN) should also be suitably noted. Responders will be given an opportunity to brief their information to a group conducting strategic planning. A two-hour block of time per respondent is anticipated. Follow-on technical briefings will be requested for those items of particular interest. All information provided will be adequately protected. Any proprietary information must be identified. The statement Releasable to US Government Agencies and their supporting Contractors for Review Only must accompany any proprietary submissions. Briefings are currently scheduled for late September 2008 in Dahlgren, VA. Submissions shall be marked N00178-08-Q-1908 and provide to XDS110 via email at dlgr_nswc_xds11@navy.mil on or before 25 August 2008. The Naval Surface Warfare Center Dahlgren Division, Dahlgren Laboratory Procurement Division has implemented Electronic Commerce (EC) in the acquisition area; therefore, this sources sought and any applicable amendments will be available on the World Wide Web at Http://www.nswc.navy.mil/SUPPLY. DoD will no longer award contracts to contractors not registered in the Central Contractors Registration (CCR) database. Registration may be accomplished by accessing the CCR Web site at http://www.ccr.gov. A paper registration form may be obtained for the DoD Electronic Commerce Information Center at 1-888-227-2423.
