Description
The National Cancer Institute (NCI) plans to procure on a sole source basis Emergency Synthesis of Selected Chemical Carcinogens with Penn State Medical College; Hershey Medical Center; 500 University Drive; Hershey, Pennsylvania 17033. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1 (b)(2). The North American Industry Classification System code is 541712 and the business size standard is 500 employees. The Cancer Etiology Branch (CEB) of the Division of Cancer Biology, NCI, has as its primary concern the etiology of human cancer caused or promoted by chemicals or physical agents, acting separately or together, or in combination with viruses. Activities supported under this program are extramural and bear upon a broad spectrum of subject areas. Included are studies on environmental carcinogenesis, mechanisms of action of chemical and physical carcinogens, the role of endocrine factors in carcinogenesis, and the phenomenon of promotion in carcinogenesis. This program also supports the development and distribution of a considerable variety of research resources relevant to studies on chemical carcinogenesis and has become the sole source of the carcinogens used in prevention animal models as commercial sources have ceased production. The following 6 compounds supplies are either exhausted or nearly exhausted and the MRI Repository has a critical need to have these supplies replaced. Contractor shall provide the following compounds: •Benzo(a)pyrene-r-7,t-8-dihydrodiol-t-9,10-expoxide( + /-) (anti) •Benzo(a)pyrene-r-7,t-8,t-9,t-10-tetrahydrotetrol(+/-) •Benz(a)anthracene-trans-8,9-dihydrodiol-10,11-expoxide (syn) •1-Pfyrenyl-B-D-Glucopyranosiduronic acid •1,2-Diydroxy-3,4-epoxy-1,2,34-tetrahydrohenanthrene (anti) •1,2-Dihydroxy-1,2-dihydrophenanthrene This requirement is part of an ongoing multi-contract research resources collaboration supporting world-wide research programs as well as intramural NCI principal investigators. Over 1,300 chemical carcinogens, Chemopreventive agents, chemical biomarkers (DNA and protein adducts), molecular epidemiology standards and chemical metabolites unavailable elsewhere are available for distribution to researchers through the NCI Chemical Carcinogen Reference Standards Repository program. The Research Resources Component of the Branch provides for several of the specialized needs of the chemical carcinogenesis research community. The Hershey Medical Center is the only source known to the NCI that has the available samples to complete the synthesis. Period of Performance: September 30, 2008 – September 29, 2009. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11: 00 a.m. ET on August 11, 2008. It is the vendor’s responsibility to ensure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid, updated registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
