- The Naval Air Warfare Center Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following: 1) Model SP-1x8-PH-VA-PFU-PFU-106-S Lithium Niobate 1x8 Polarization Maintaining Splitter with Integrated Phase and Amplitude Controls at 1060nm Wavelength (Quantity - 1 each); 2) Model PM-0K5-10-PFU-PFU-106 Low-Loss 10 Gb/s Lithium Niobate Phase Modulator at 1060nm Operating Wavelength (Quantity - 5 each); 3) Model AZ-0K5-10-PFU-PFU-106 Low-loss Z-cut 10 Gb/s Lithium Niobate Modulator at 1060 Wavelength (Quantity - 5 each); and 4) Model PC-BX-00-SFU-SFU-106 Lithium Niobate X-Stage Polarization Controller at 1060 nm wavelength (X=3,4,6, & 8) (Quantity - 2 each). This requirement is sole sourced due to proprietary Lithium Niobate integrated optics technology and given exceptionally low insertion loss which is required for compatibility with existing equipment. Any firms believing that they can provide the material may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice, clearly showing it's ability to so without compromising the quality, accuracy, and reliability of the data or without causing programmatic hardship to the program.
