- Description
- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this Invitation For Bid (IFB) is NRCS-5-NV-08. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25. The USDA-Natural Resources Conservation Service intends to issue a sole source order for Topcon GR-3 GNSS Systems (Triple Constellation Ready). The GPS shall be delivered no later than September 15, 2008, to Dan Gilbert, Natural Resources Conservation Service 1365 Corporate Blvd, Reno, Nevada, 89502. The manufacturer shall provide its standard commercial warranty. Contractors may submit bids for either one or two units. Provision 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. There are no addenda to this provision. Provision 52.212-2, Evaluation-Commercial Items does not apply to this acquisition. The offeror will be required to complete provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies and is amended to include: 52.204-6, Data Universal Numbering System (DUNS) Number; 52.217-7, Separately Priced Line Items; SCSAR 4I-52.232-70, Designated Payment Office Contact Point; and SCSAR 4I-52.232-73, Vendor Express Electronic Funds Transfer (EFT) through USDA National Finance Center Miscellaneous Payment System. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies and includes the following clauses: 52.203-6, Restrictions on Subcontractor Sales to the Government; 52.219-8, Utilization of Small Business Concerns; 52.222-20, Walsh-Healey Public Contracts Act; 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.222-19, Child Labor-Cooperation with Authorities and Remedies; 52.225-13, Restriction on Certain Foreign Purchases; and 52.232-34, Payment by Electronic Funds Transfer-Other Than Central Contractor Registration. Mail bids to USDA-NRCS, 1365 Corporate Blvd, Reno, Nevada, 89502 or Fax 775-857-8523. Submit all quotes via SF 1449 by 3:00 p.m. (PST), August 7, 2008.
