- PRESOLICITATION NOTICE. Urban Operations Platoon, Engineering Equipment Kit. This Kit consists of high technology equipment, which provides soldiers with enhanced capabilities to perform missions on urbanized or complex terrain. Components include thermal scopes, remote viewing instruments, detectors for explosives and gases, portable welders, cutting metal torches, rescue tools, mechanical entry tools, winches and battery operated drills and saws. This Kit supports dismounted engineer soldiers and others in conducting Military Operations in Urban Terrain (MOUT). The Kit will take full advantage of spiral development for present and future technological advances in this area. It fills a void in the MOUT area by providing engineers and others with specialized tolls, enabling soldiers to conduct operations in a safer, more efficient manner when using surveillance, security and entry tools. The plan is to modernize the Kit with Commercial-Off-The-Shelf (COTS) components and to package the Kit for deployment by various methods. This Kit will provide the engineer, infantry, military police and other military units with a set of tools uniquely designed for urban operations that will cover the wide spectrum of mission needs. The Kit will standardize tool characteristics and validate sustainment and maintenance procedures in accordance with existing policies. The tools will also meet the Type Classified (TC) standards outlined by the Army system. Solicitation will be a 5-year requirements contract. Full and open competition. Estimated quantity over the life of the contract is 100 Kits. The estimated quantity is subject to change. ESTIMATED ISSUE DATE OF SOLICITATION IS 15 AUGUST 2008. This solicitation will be issued electronically in accordance with FAR 4.501 and 5.102, therefore hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following address via the internet: https://aais.ria.army.mil/AAIS/Solinfo/index.htm. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any said amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for bid opening/receipt of proposals may render your bid or proposal non-responsive and result in the rejection of the same.
