- The Office of Naval Research (ONR) intends to issue a Firm-Fixed Price Purchase Order to Northrop Grumman Defense Mission Systems, Inc., 1843 Hotel Circle South, San Diego, CA 92108 for preliminary efforts associated with the Assessment of Distributed Processing Technology for Undersea Surveillance. Northrop Grumman will assess sonar signal processing algorithms for deployment in fields of passive sonar sensor arrays. The objective of this work is to assist the Undersea Signal Processing Program in developing an Automation Improvement Plan to meet the near and long term needs of the Maritime Surveillance System Program Office. This project has the potential to improve the Navy’s ability to exploit fields of passive and active acoustic sensors to conduct its core anti-submarine warfare mission. As such, this project is directly relevant to ONR’s mission. Northrop Grumman employs a Principal Investigator which has a long track record of outstanding performance on projects that have laid the foundation for distributed systems processing. This individual is one of the nation’s leading experts in passive sonar signal processing and automated detection, classification and localization algorithms. Based on the above, it is anticipated that this contract will be awarded on a sole source basis, pursuant to 10 U.S.C. 2304(d)(1)(B).
