Description
The National Cancer Institute (NCI) Division of Cancer Control Population Sciences (DCCPS), Health Services and Economics Branch plans to procure a Medical Care Journal supplement with Lippincott, Williams & Wilkins; Wolters Kluwer Health; 530 Walnut Street; Philadelphia, Pennsylvania 19106-3621. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 511120 the business size standard is 500 employees. The Contractor manage the review of manuscripts, copy editing, and publishing Health Care Costs: Standardized Methods for Research and Policy Applications as a Medical Care Journal Supplement. Review involves sending out manuscripts to designated reviewers, collating reviews and sending them to the supplement editors for response and assessment, and sending the supplement editors responses and masked reviews to each author for revision and assessment of the revision by the supplement editors. Copy editing involves careful review of each manuscript to ensure that the format is consistent with Medical Care standard formatting, that tables and references are complete and correctly formatted, that language, syntax, and grammar are clear and correct, that author statements are referenced or justified as necessary, and that tables and figures are clearly and accurately explained. Publication includes distribution of approximately 500 copies of the monograph to Medical Care institutional print subscribers, individual print subscribers who request a copy, libraries, and production of the online version, access to which is limited for the first year after publication to institutions and individuals with active online subscriptions to Medical Care. Contractor shall complete all services by May 30, 2009. Lippincott, Williams & Wilkins publishes the journal Medical Care. Medical Care is the most appropriate journal for this publication because it reaches the intended audience, and regularly publishes supplements comparable to this requirement. No other health services research-oriented journal provides a comparable publication. Lippincott, Williams and Wilkins are the only source known to the NCI that can complete the requirements of this procurement. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11:00 a.m. ET on August 15, 2008. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid, updated registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
